- FRTIB is in the process of refining the requirements for ExPRESS and has not made any decisions regarding a final RFP request. The intent of publishing the Draft PWS is to gather comments/best practices from industry. As such, questions and comments received in response to this draft PWS shall not be shared with industry. Vendors are encouraged to provide comments, suggestions, solutions, innovations, questions, etc based on the information that has been provided with the Draft PWS. Vendors are reminded that this is not a RFP and as such, may respond as a single entity or a joint environment. How a vendor responds to this Draft PWS will have no impact on any future submissions. Vendors are encouraged to provide comments, suggestions, solutions, innovations, questions, etc. based on the information that has been provided with the Draft PWS. The vendor response date has been extended to 2 November 2015, 3:00PM Eastern. Vendors should send submissions electronically to FRTIBContracting @tsp.gov. Vendors who have been granted Explicit Access to the documents are reminded to ensure that before they share the documents with either team members or potential sub-contracts that they submit a completed NDA for each individual who will be viewing the documents. Any individual who wants direct access to the documents via FBO must submit to the FBO Explicit Access process. The authorization to view Explicit Access documents process is managed by FBO, not by FRTIB. CLARIFICATION OF QUESTIONS TO INDUSTRY: Question #3: When referring to the "transition time", FRTIB is referring to the Phase-In phase into steady state outlined within the PWS. Question #6: For this question, FRTIB is looking for the best approach for change management Questions #11: The ExPRESS Document Repository contains a number of artifacts that provide information regarding FRTIB's current application and systems environments. These documents are located in the folder labeled, "4.8 IT Architecture & Topologies" and include a detailed Functional Design Document for the current Participant Services Representative (PSR) system which will be replaced by the Participant Engagement Hub (PEH), as defined in the PWS. The folder also contains a document titled, "4.1 To-Be State Diagrams" that includes FRTIB Application Interface Tables. Question #13: "Future phases" is referring to transition within the four phases that are in scope for ExPRESS. More specifically, adding functionality as you move from Steady State to Optimization and Optimization to Transformation. Question #14: FRTIB is looking for service level requirements for all forms processing to include OCR capture as well as other processes. PWS: Under Section 3.1.3 Security Requirements, #16 prohibits any electronic devices. This refers to vendor employees utilizing personal electronic devices within the service center during business hours. It does not restrict vendor responsibilities regarding the transformation of the participant experience with social media and other mobile device campaigns.
