Description
The objective of this solicitation is to complete the evaluation and certification establishing tolerance to transmitting portable electronic devices (T-PEDs) in accordance with FAA regulations, RTCA/DO-307, and the requirements of the contract. The USFS has a need to approve via STC both Civil, certified, and Public, uncertified, aircraft for T-PEDs. Civil aircraft shall be evaluated and approved via STC to meet current standards for 14 CFR Parts 23, 25, 27 or 29, as applicable. This includes aircraft originally certified under Civil Air Regulations (CAR). Uncertified (public) aircraft shall be evaluated and approved using the same standards and methods as civil aircraft; however the STC package will be submitted to the USFS rather than the FAA. The resulting contract will be a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the various aircraft types identified in the Schedule of Items. The Government will guarantee orders for STCs to a total of four (4) aircraft and the remainder of the orders will be issued as the need becomes known. The Government intends on obtaining this STC for all USFS fleet aircraft however, they are not guaranteed by this contract. The Contract will be in place for one year with the unilateral right of the Government to renew the contract for an additional four more one-year option periods. Questions shall be submitted prior to Close of Business (COB) November 6, 2015. Questions must be submitted in writing to michaelmcfarlane@fs.fed.us. This requirement is set aside for small business.
