- The business goal of this Request for Information (RFI) is to survey commercial offerings and determine the most effective means of electronically generating materials and data to use for 2020 Census IT and operational testing. These means could possibly include data buys or acquiring a capability to generate the materials in-house. The Census Bureau's mission is to serve as the leading source of quality data about the nation's people and economy. We honor privacy, protect confidentiality, share our expertise globally, and conduct our work openly. As mandated by the U.S. Constitution, America gets just one chance each decade to count its population. The Census Bureau operates under Title 13 and Title 26 of the U.S. Code. The next Census in 2020 will require counting an increasingly diverse and growing population of around 330 million people in more than 142 million housing units. To get an accurate count, the Census Bureau must build an accurate address list of every housing unit, maximize self-response to the census, and efficiently follow up with those who do not respond. Currently we are conducting research in four areas that focus on the major cost drivers of the decennial census: • Use the Internet to increase self-response. • Use existing government data sources to answer census questions and reduce follow-up workloads. • Automate operations to increase productivity and reduce staff and offices. • Use existing maps and address to reflect changes rather than walking every block in every neighborhood in America. Certain tests require data sets that may be protected by Title 13 or Title 26 or that are considered sensitive or PII. This requires the implementation of very specific security measures before the conduct of the test. This is especially true in newly considered environments like Cloud that are not Census provided and/or operated. Having access to data sets that simulate Census data formats but are not actual Census data or based on actual Census data (not considered Title 13, Title 26, Sensitive or PII) can expedite testing activities. These data could be used for operational testing or in implementing an Enterprise Development, Test, and Integration Environment that would leverage multiple types of test data for use across multiple project teams.
