- A Presolicitation Notice was issued for this requirement under RFP # FA8125-16-R-0001. The RFP number had to be changed due to issuance in Fiscal Year 16 not 15. All information related to FA8125-15-R-0020 will be under FA8125-16-R-0001. *************************************************************** This Request for Information only is being utilized for market research in accordance with (IAW) Federal Acquisition Regulation (FAR) part 15.201(e). This is not a Request for Proposal, and the government does not intend to make an award on the basis of this Request for Information or otherwise pay for the information solicited herein. BACKGROUND Vocational/Technical Training is required in a variety of areas in support of civilian and military employees within the Oklahoma City Air Logistics Complex (OC-ALC) at Tinker Air Force Base (TAFB). Contractor support is required to conduct training; develop, review and revise courseware; and manage training schedules. SCOPE OF WORK The contractor shall provide all labor, materials, equipment (except those items identified in Appendices F, G, and H "Government Furnished Property"), transportation and other incidentals necessary to provide technical and administrative training and training-related support; courseware support (development/review/revision); and training schedule management services for OC-ALC/OBT IAW the Performance Work Statement (PWS) at TAFB or at other government-arranged facilities when facilities are not available at TAFB. Materials shall include but are not limited to all printed instructional material, student handbooks, workbooks, handouts, end-of-course critiques, and any material required for course development efforts. This training support shall include courseware development of new courseware as well as revisions/updates of existent courseware, and on-the-job-training. The contractor shall provide classroom-based training, some of which may include practical hands-on applications training using actual equipment in a fully-functional shop environment, as needed, on dates mutually agreed upon between the contractor and government. See Appendices D and E for Course Descriptions and Course Outlines OC-ALC/OBTD Vocational/Technical Training Services Capability Survey /Market Research Questions 1) Describe briefly the capabilities of your organization and the nature of the services provided. Include a description of your company background and your staff composition to include technical training instruction, training administration and courseware development. The focus of this description is to determine if your organization has an understanding of the operation of the vocational technical training industry. The ideal organization can provide individuals with experience in the following: a. Management of an organized technical training classroom-learning environment b. Planning and preparing of instructor/student course material for the courses listed in PWS Appendices D & E. c. Development of Instructional System Development compliant courseware for subject matter described in PWS Appendices D & E. d. Completion of Air Force Principles of Instruction course or equivalent. 2) Describe your company's past experience on previous projects similar in complexity and scope to this requirement. This should be focused on previous experience both providing technical training instruction and courseware development. In this case, courseware includes, but is not limited to: course control documents, instructional materials, evaluation materials, and supporting documentation which make up an instructional system. New courseware development includes the creation of learning objectives, course training standards, plans of instruction, course charts, instructional presentations, training manuals, training simulation programs, student exercises, product/process checklists, written tests, correspondences, and decision documentation. 3) This requirement necessitates contractor-furnished material and equipment. Shop machinery and classroom equipment are required per course control documents for hands-on application training shall be provided by the Contractor if it is not identified in Appendices F, G, and H as Government Furnished Property. Transportation, delivery, and installation of contractor provided machinery and equipment shall be the responsibility of the contractor. The contractor shall have all required contractor-supplied equipment/machinery installed and operational at contract start. How long of a transition period would you need in order to ensure all contractor furnished equipment/machinery was installed and operational at contract performance start date? a. 30 Days b. 45 Days c. 60 days d. Over 60 days (Other) 4) Describe in detail your plan to have all equipment in place and operational for each of the following courses: a. Entry Level and Advanced Sheetmetal b. Basic AC/DC Electrical Course c. High Reliability Soldering d. Micro-Miniature Soldering e. Multi-Layer Circuit Board Repair f. Surface Mount Soldering g. Hot Air Soldering h. Safety/Lock Wiring i. CPR 5) Describe in detail your plan to have all course support and expendable materials required to support courses listed in PWS appendices D and E. 6) Due to the unpredictable nature of courseware development, review and revision requirements for this effort, the Government is contemplating establishing a To Be Negotiated CLIN for Courseware Development. Each courseware action will be negotiated between the contractor and government. Once negotiated, a modification will be issued to add funding for that specific action. For evaluation purposes, the contractor will propose a labor rate and the government will provide an estimated number of hours based of the historical data. Can one labor rate be proposed for courseware development, review and revision? Or does each courseware action require a separate labor rate? 7) Is your company a small business under the 611519 NAICS code? If so, what type of Small Business? The Government is contemplating a Commerical Firm Fixed Price contract with a phase-in and base period not exceeding 12 months and four 1-year Options.
