N32205-MS- PM3-16-004 SUBJECT: HEAVYLIFT TRANSPORT OR TOW OF ONE (1) UNMANNED SURFACE VESSEL. 1. THIS IS A MARKET SURVEY CONDUCTED BY THE STRATEGIC SEALIFT PROGRAM OFFICE. IT IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE WILL NOT BE CONSIDERED AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN THE PREPARATION OR SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. 2. MSC REQUESTS INFORMATION ABOUT THE PRICE AND AVAILABILITY OF U.S. FLAG, JONES ACT, HEAVYLIFT CAPABLE, SELF-SUSTAINING OR NON SELF-SUSTAINING CARGO VESSEL (FULL CARGO OR PART CARGO) OR FOR US FLAG, JONES ACT, OCEAN TUGS WITH ABS CERTIFIED BARGES FOR THE HEAVYLIFT TRANSPORT OF ONE (1) UNMANNED SURFACE VESSEL. 3. PORT/PLACE OF LOAD/DEPARTURE: PORTLAND, OR (OREGON IRON WORKS). PORT/PLACE OF OFFLOAD/DESTINATION: SAN DIEGO, CA. 4. LAYDAYS: 01-30 APRIL 2016 5. DESCRIPTION OF UNMANNED SURFACE VESSEL: LENGTH: 132 FEET BEAM: 50 FEET WEIGHT: 100 LONG TONS HEIGHT: 55 FEET (INCLUDING PROVIDED CRADLE) NOTE: NO ADDITIONAL DATA IS AVAILABLE FOR THE MARKET SURVEY 6. ADDITIONAL REQUIREMENTS/COMMENTS: A. HEAVYLIFT CARGO VESSEL TRANSPORT OR TOW SHALL BE ACCOMPLISHED IAW THE U.S. NAVY TOWING MANUAL. B. CONTRACTOR SHALL PROVIDE A QUALIFIED INDEPENDENDENT MARINE SURVEYOR, AS APPROVED, BY THE CHARTER TO MAKE SURE THE CONTRACTOR PROVIVED TRANSPORT MANUAL OR TOW PLAN IS PREPARED IAW THE US NAVY TOWING MANUAL AND THAT THE LOADING, STOWING, SECURING, TRANSPORT/TOW AND OFFLOAD ARE CONDUCTED IAW THE U.S. NAVY TOWING MANUAL AS APPLICABLE. C. NO VESSEL DRAWINGS WILL BE PROVIDED FOR THIS MARKET SURVEY. 7. INTERESTED PARTIES ARE REQUESTED TO PROVIDE THE FOLLOWING INFORMATION: A. DESCRIPTION OF HEAVYLIFT CARGO VESSEL OR TUG AND BARGE TO BE USED. B.
