- J&A The Naval Air Systems Command (NAVAIR) awarded a Firm Fixed Price modification to Raytheon Missile Systems (RMS), Tucson, AZ, for Transition to Production activities for the AIM-9X Block II+ Configuration, including updating Prototype AIM-9X Block II+ CTMs into a production representative configuration and developing and performing production integration testing to evaluate platform survivability requirements. In 1996, Hughes Missile Systems Company (subsequently acquired by RMS) was competitively selected to be the designer, developer, manufacturer and integrator of the AIM-9X missile. At that time, the Government did not procure a Technical Data Package (TDP) for re-procurement purposes and required Raytheon to retain configuration control of items not effecting the system specification. In order to award a contract for the efforts described in this synopsis to any source other than Raytheon, the Government would have to procure the TDP and invest substantial funds in qualifying a second source. Therefore, the efforts described in this synopsis cannot be performed by any source other than Raytheon without substantial duplication of costs that are not expected to be recovered through competition. The authority for Other than Full and Open Competition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
