Description

Abstract: The Federal Aviation Administration, Headquarters Real Property Program Office Support (RPPOS), ALO-200, located at 800 Independence Avenue, SW Washington DC 20591, is conducting a Market Survey to improve the Government's understanding of the current marketplace for real property asset management services, and to identify sources capable of providing these services. Interested sources must respond with information sufficient to confirm their qualifications and capabilities. Responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)), Small Businesses, or if these services shall be acquired using full and open competition. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. This announcement is not intended to guarantee procurement of the services, and shall not be construed as a commitment by the Government to enter into a contract. The Government is not liable for costs associated with the preparation of responses to, submittal of inquiries with respect to, otherwise resulting from this announcement and will not reimburse any firm for cost incurred in responding to this public announcement. Responses will not be returned. Since this is a market survey announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists at this time. If a solicitation is issued, it will be announced on the FAA ™s Contract Opportunities web page at http://faaco.faa.gov/. It is the Perspective Company ™s responsibility to monitor this site for the release of the solicitation. BRIEF STATEMENT OF WORK: The contractor shall provide all management, personnel, supervision, administration, technical support, scheduling, coordination, oversight, and allocation of resources to support the FAA in the following areas: real property asset management, real property policy and training, space solution process sustainability and utility consumption, real property data analysis and modelling, FAA dashboard and performance metrics, FAA space utilization for staffed buildings, and responses to OMB and Congressional queries pertaining to FAA real property data. The following NAICS codes are considered for this market survey: 531390 - Other Activities Related to Real Estate; $7.5 million. 541618 - Other Management Consulting Services with $15M RESPONSE TO THIS MARKET SURVEY: Any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. In order for FAA to determine the nature of the market for real property management services, submissions from interested vendors in response to this market survey must include the following information: 1. Performance Capability Statement which addresses current and past performance information (no longer than 3 years ago), confirming your ability to successfully completed the requirements of your contract. Past experience with respect to projects similar in size and scope to the requirement described herein. The submission should include experience in Real Property Program Office Support (RPPOS) services. Past Performance information must include project title, agency name, order/contract number, project value, duration, point of contact including name, email and phone number and a brief description of the work performed. 2. Submissions may not exceed 15 pages, excluding the cover page, or a cover letter, if provided. Responses to the market survey must be received by 5:00 PM, EST (2:00 PM PST), Monday, November 09, 2015. All submittals/responses, including any attachments, shall be submitted electronically via email to Mr. Robert Kiani, FAA Contracting Officer at Robert.kiani@faa.gov All questions and or assumptions can be submitted with your response as a separate document which will not go against your page limit. FAA will not provide a response to these questions and Question/answer (Q/A) will be done when a SIR is released. This market survey will be released nationwide, and many companies may respond. Due to the manpower limitation, No phone call inquiries regarding this market survey is acceptable. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
