- This is a pre-solicitation notice. The AFLCMC/WNKABB Contracting Office at Robins AFB, GA has a requirement for Collapsible Fuel Tanks: 10,000 gallon NSN 540-01-511-2125RN, 50,000 gallon NSN 5430-01-517-8580RN, and 210,000 gallon NSN 5430-01-511-4293RN in accordance with Performance Specification MIL-PRF-32233B. The Collapsible Fuel Tanks are used to provide short term bulk fuel storage of the following types of fuels: JP-8 in accordance with MIL-DTL-83133, JP-5 in accordance with MIL-DTL-5624, Jet A in accordance with ASTM D 1655 and Diesel Fuel in accordance with ASTM D 975. The Government intends to award an eight-year, firm fixed price, Requirements Contract with Best Estimated Quantities (BEQs). The RFP and resultant contract will be structured with one basic contract period of 24 months and six annual option periods. The best estimated quantities (BEQs) are as follows: Basic Period: 10,000 Gallon- BEQ 15; 50,000- BEQ 35; 210,000- BEQ 42 Option I: 10,000 Gallon- BEQ 12; 50,000- BEQ 33; 210,000- BEQ 40 Option II: 10,000 Gallon- BEQ 12; 50,000- BEQ 33; 210,000- BEQ 40 Option III: 10,000 Gallon- BEQ 12; 50,000- BEQ 32; 210,000- BEQ 40 Option IV: 10,000 Gallon- BEQ 12; 50,000- BEQ 32; 210,000- BEQ 40 Option V: 10,000 Gallon- BEQ 12; 50,000- BEQ 32; 210,000- BEQ 40 Option VI: 10,000 Gallon- BEQ 12; 50,000- BEQ 32; 210,000- BEQ 40 The BEQs include USAF and FMS requirements. Pre-production testing will be required with various mandatory data deliverables such as Pre-production Test Plan and Test Reports. Other data deliverables include: Technical Manuals, Provisioning, etc. Warranty: An extended warranty shall be provided for the 10K Fuel tank, 50K Fuel tank, and 210K Fuel tank, which is over and above the standard commercial warranty. The extended warranty for storage and service shall be for a total of 15 years (12 storage, 3 service). Delivery Requirements: Pre-production Unit - One each pre-production unit, 10K Collapsible Fuel Tank, 50K Collapsible Fuel Tank, and 210K Collapsible Fuel Tank, shall be delivered no later than 450 calendar days after effective date of the order Production Units: 10k and 50k Fuel Tanks - The 10k and 50k Fuel Tanks shall be delivered no later than 30 days after the effective date of the delivery order, at a rate of 15 units of the 10k and 50k Fuel Tanks (any combination). If the units identified on a delivery order exceed 15, the contractor shall deliver at a rate of 15 units per 30 day period until such time that the ordered quantity is completely delivered. Each delivery order will identify a specific delivery due date for the units that are in the order. The minimum output required per 30-day period is 15 each of the 10k and 50k (any combination). 210k Fuel Tanks - The 210k Fuel Tanks shall be delivered no later than 30 days after the effective date of the delivery order, at a rate of 20 units of the 210k Fuel Tanks. If the units identified on a delivery order exceed 20, the contractor shall deliver at a rate of 20 units per 30 day period until such time that the ordered quantity is completely delivered. Each delivery order will identify a specific delivery due date for the units that are in the order. The minimum output required per 30-day period is 20 each of the 210k fuel tanks. This Requirement is a 100% small business set aside. FAR Part 12 and FAR Part 15 procedures will be utilized. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instructions contained in the RFP. This acquisition will utilize the tradeoff source selection process wherein offerors whose proposals are determined technically acceptable, a tradeoff between non-cost factors and cost/price is permitted in order for the Government to make a best value award decision. Past and present performance is considered to be approximately equal to cost/price. The Government will evaluate proposals and make award in accordance with the "Evaluation Basis of Award" provision in the RFP. Foreign companies will not be permitted to participate in the competition. The solicitation will be posted to the Federal Business Opportunities website on or around 30 November 2015.
