Description
HSCGG1-16-B-PEC201 ISSUE DATE: 17 NOVEMBER 2015 Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform painting of interior surfaces (including but not limited to gypsum board and plaster ceilings, walls, and trim; concrete block, brick, wood, and metal walls and trim) and exterior surfaces (including but not limited to concrete, clay-masonry/CMU, aluminum/galvanized and ferrous metals, wood, plastic trim, and drywall) at the United States Coast Guard Academy, New London, CT. Spaces to be painted include but are not limited to on-station family housing, barracks, office spaces, medical facilities, training facilities, classrooms, auditoriums, dining facilities, as well as recreational facilities and maintenance facilities. This includes the temporary relocation of furniture, fixtures and equipment in those areas to be painted. A potential for lead paint removal exist. The Academy maintains a potential Historic District but this minor repair and maintenance project does not have the potential to affect the historic characteristics of the structure. Contractor shall provide a comprehensive painting program that will ensure facilities are available to meet the needs of the government in a timely manner. Work consists of preparing and painting surfaces (i.e., walls, ceilings, doors, closets, kitchen, cabinets, trim, molding, and other areas). The estimated total value of the procurement inclusive of the base year and four (4) option years is between $1,500,000.00 and $2,000,000.00. Minimum guarantee is $5,000.00. The specifications will include a scope of work for a "seed project" as the basis of bid and initial contract award. Award will be based on price and price related factors only with an estimated value for the seed project between $25,000.00 and $50,000.00. It is anticipated that three (3) Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be awarded for a period of one year with four one-year option periods. Solicitation packages will be available on or about 17 November 2015. The tentative date set for receipt of bids is scheduled for 17 December 2015 at 2:00 pm. The applicable NAICS code is 238320 Painting and Wall Covering Contractors with a small business size standard of $15.0 Million. This acquisition is issued pursuant to FAR Part 14 and is 100% Set-Aside for Small Business concerns.
