Thompson, (904) 232-2016 This announcement constitutes a Request for Information (RFI). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED AS A RESULT OF THIS REQUEST FOR INFORMATION. This announcement will be used as market research to determine industry's capability to perform the work as described below. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NOTE: Invitations for presentation may be extended to further communicate capabilities and performance deliveries of proposed methods. The Jacksonville District of the U.S Army Corps of Engineers (USACE) is seeking industry input for alternative methods to underwater rock blasting in conjunction with river/harbor deepening. The purpose of this RFI is to gather industry-wide feedback on equipment and methods that have been developed and subsequently utilized for river/harbor underwater construction projects. The proposed Jacksonville Harbor Navigation Project shall deepen the channel from its current 40 foot depth to 47 feet Mean Lower Low Water (MLLW) will also widen portions of the river by approximately 100 feet, (see attached Draft Specifications). Note: The riverbed in the areas to be widened can be as shallow as -10 feet MLLW. Borings have been completed throughout the channel to assess the material to be dredged and indicate said material consists of unconsolidated sand, silt, clay and rock. The rock, which consists of limestone, sandstone and siltstone is mostly thin to medium bedded (up to 18 inches thick) and has an average unconfined compressive strength of 2,000 Pounds per Square Inch (PSI) and an average point load strength of 4,000 PSI. The limestone is fossiliferous and vuggy with vugs up to 5 inches; however, locally the rock can have a strength up to 10,000 psi and can be thick to massive bedded (1 to greater than 3 feet). One method to break up the hard and massive rock is underwater blasting, however this method has environmental concerns and specific permitting requirements. The government is seeking alternate methods to blasting, capable of utilization in an aquatic environment with strong tidal currents to a depth of -51 feet MLLW. Of particular interest is the noise level (decibels) of the equipment at the impact site. Alternate methods to blasting should include, but not be limited to, equipment utilized for the removal of underwater rock at minimal noise levels. Magnitude of construction is between $25,000,000.00 and $100,000,000.00. If advertised, the solicitation would be issued as a Request for Proposal, Best Value and the resultant contract would be Firm Fixed Price. No reimbursement will be made for any costs associated with providing a response to this announcement or any follow-up information requested. Request for Information Requirements: 1. Alternate methods to blasting which can be utilized in an aquatic environment with strong tidal currents to a depth of -51 feet MLLW. 2.
