- The Veteran's Administration (VA) Office of Research and Development, Program Contracting Office - East in Pittsburgh, PA intends to negotiate on a sole source basis with Scanco Medical USA in Wayne, PA. The requirement is to provide, ship, and install a Scanco microCT µCT 50 for objects up to 50 mm diameter specimen scanner at a VA facility in Philadelphia, PA. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Friday, Oct 30, 2015, (10:00 AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The equipment and software described in the capabilities statement shall be comparable with the Scanco microCT µCT 50 system. The requirement characteristics are: Equipment specifications: "The system shall be capable of scanning large samples (up to 50mm in diameter - 120mm height) with nano-scale resolution. "Detector system, data acquisition electronics (Physical Size 1700 x 1200; Virtual size: 3400 x 42000. "Multi-position filter for x-ray source. "A minimum of 30 total specimen holders to allow specimen scanning in liquid or air. "A minimum of four (4) calibrated energy positions (ECP) between 40 kVp - 90 kVp. "Server computer system controller with a minimum of 64 GB RAM, 3x 146 GB disks + external disk tower with a minimum of 40 TB data storage. A minimum of 1 x 10/100/1000Mb/s Ethernet. An open VMS operating system (Min 4-CPU license). Minimum 24" tft monitor. LTO6 Tape Drive. "One (1) GPU Reconstruction Engine. Reconstruction software with license. Microsoft Windows workstation. 1 x K20 Kepler card1. Intel Xeon 2.7 GHz processors (or equal), Dual 12-core processor, 128 GB RAM, 1 TB storage.
