Description
The Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO), Contracting Division, Systems Section (DITCO/PL8223), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source award to Quark Security, Inc. to provide licenses for 1,000 Department of Defense (DoD) Mobility Classified Capability (DMCC) Integrated Commercial Solution (ICS) Secret (DMCC-S) devices. These licenses must be purchased through Quark Security, Inc. to continue the existing National Security Administration (NSA) approved secure baseline configuration of the classified capability on the device. The DMCC ICS device baseline configurations ensure interoperability amongst the DMCC components providing the following capabilities; device integrity, secure browsing, secure email, secure voice, internet protocol security, virtual private network connectivity, policy enforcement and mobile device management. The license required to meet the DMCC secure browsing capability is specific to the Quark Security Shield application. This application provides a NSA required encryption, managing the device security policies, actively monitoring threats to the device and providing a robust security layer to the entire device, enabling the secure browsing. The DMCC is a joint effort between the DISA and the NSA. In June 2014, the NSA competitively awarded integration contract, H98230-14-C-0596, to meet the DMCC Program needs. In addition to providing DISA with secure DMCC-S devices, this contract provided for the Quark Security Shield application and associated licensing. However, these licenses expire 30 November 2015 and must be renewed to prevent Information Assurance (IA) security gaps on the device. The Quark license ensures the registered DMCC-S user's device can operate securely. Quark Security Shield is the only mobile application able to provide device security management and encryption capability, mandated by NSA, to maintain the secure baseline configuration of the classified capability on the device. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. It is the Government's intent to award a firm-fixed price contract in November 2015 with a period of performance of one year.
