- THIS IS NOT A SOLICITATION, THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT, PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME. BACKGROUND: THE U.S. CENSUS BUREAU IS SEEKING INFORMATION FOR THE SERVICES OF A CONTRACTOR WHO CAN PROVIDE THE EXPERT ADVICE AND ASSISTANCE ON THE AMERICAN HOUSING SURVEY(AHS) EDITS, AND DATA REVIEW. The Contractor shall assist staff and share historical knowledge. The Contractor shall review data and propose solutions to problems with AHS. Historical knowledge and subject expertise shall be conveyed verbally and in writing. The contractor must have in-depth experience and expertise in working on the American Housing Survey. The latter requires extensive knowledge of the history of the survey as well as day-to-day operations. This contract will enable the Census Bureau to operate at maximum efficiency in order to conduct and make improvements to the survey. The technical expertise and knowledge is essential for the accuracy of the data that the bureau will produce. The contractor shall: 1. Provide analysis, review, recommendations, reports and other consultations on all AHS related topics 2. Provide direct expert advice and assistance in the analysis of the AHS data by examining problems and providing resolutions. 3. Review the collection procedures and data 4. Provide edit specification through Spec Editor 5. Run SAS programs for analysis and comparative analysis and reviewing table specifications and numbers until the data are accurate for the production and publication of the AHS 6. Provide expertise in the redesign of the AHS for 2015 and for 2017 7. Provide expertise in the transition from the Blaise instrument for data collection to the internet based data collection 8. As needed, provide other related analytical tasks in support of the American Housing Survey The Census Bureau has determined that AHS experience and knowledge are needed to accomplish the requirements. The Census Bureau has enhanced and worked on the survey and made the transition from a paper instrument to a computer-assisted instrument (CAPI) using CASES and then from CASES to another instrument called BLAISE. Over many years, many legacy systems and subsystems were developed and were not adequately documented. In addition, the Census Bureau's sponsor at HUD wants to revamp the data edit and imputation system, so the extensive expertise, experience, and knowledge will be essential to make this transition to new systems. Thus, the performance of this contract by experienced analysts will mitigate any risks associated with the Census Bureau's ability to complete its scheduled milestones and without impeding its overall mission. If the Census Bureau is prevented from performing these services, our work would be much more difficult and time consuming. This is since the documentation is not always available and we would have a harder time determining why certain assumptions or actions were taken as the basis for determining what portions of the processing system we should keep, and what systems should be changed to improve processes. This would result in it being much harder to transition from old to new and do it in an efficient and timely manner. The Census Bureau's plan is that over the next few years, the transition to a newer, better documented system will enable us to better provide information via the American Housing Survey (AHS). CAPABILITY STATEMENTS SHOULD INCLUDE: (1)DESCRIPTION OF THE ORGANIZATIONS EXPERIENCE IN AMERICAN HOUSING SURVEYING (2)EDUCATIONAL BACKGROUND AND EXPERIENCE OF STAFF (3)INTERESTED CONTRACTORS SHALL ALSO PROVIDE DOCUMENTATION SHOWING YOUR PREVIOUS EXPERIENCE PROVIDING SIMILAR EXPERIENCE RESPONSES MUST INCLUDE THE FOLLOWING: (1) NAME AND ADDRESS OF THE ORGANIZATION (2) TYPE OF BUSINESS (i.e. SMALL BUSINESS, DISADVANTAGED, WOMEN-OWNED, VETERAN-OWNED, ETC.) (3) POINT OF CONTACT WITH NAME, TITLE, PHONE, FAX AND EMAIL (4) DUNS NUMBER (5) CONTRACTOR'S CAPABILITY STATEMENT ADDRESSING THE ISSUES LISTED ABOVE (6) LIST OF ORGANIZATIONS TO WHO ADDRESSING SERVICES HAVE BEEN PREVIOUSLY PROVIDED TO, INCLUDE CONTRACT NUMBER, DOLLAR VALUE, NAME AND PHONE NUMBER OF CONTRACTING OFFICER (7) GSA SCHEDULE NUMBER (IF APPLICABLE) ALL RESPONSES MUST BE SUBMITTED TO rhonda.m.talbert@census.gov NO LATER THAN (NLT), 2:00 P.M., TUESDAY, OCTOBER 27, 2015. THIS IS NOT A SOLICITATION ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. RESPONSES TO THIS RFI WILL NOT BE RETURNED.
