THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this RFI will not be returned. It is the intent of the Contracting Office to use this for market research purposes. The Government shall not reimburse the costs of preparing responses to this request for information. The Department of Veterans Affairs, Network Contracting Office 2 is seeking potential small business sources. The Government anticipates issuing a commercial Request for Quotes (RFQ) for lawn and grounds keeping services at the Stratton Albany VA Medical Center (VAMC), 113 Holland Avenue, Albany, NY 12208-3410. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 561730 - Landscaping Services. The size standard for NAICS 561730 is $7.5 million. The Government is interested in all small businesses. Please indicate if your company is any one or more of the following including: 8(a), Historically Underutilized Business Zone (HUB Zone), Service Disabled Veteran Owned Small Business (SDVOSB), Veteran-Owned Small Business, Woman-Owned Small Businesses (WOSB), Minority-owned Small Business, or any other socio-economic small business status, that are interested in performing this requirement. The Government requests interested parties submit a brief description of their company's capabilities, business size (i.e. annual revenues and employee size), business status (i.e. 8(a), HUB Zone, WOSB, SDVOSB), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. All contractors must be registered in System for Award Management (SAM) and can register at https://www.sam.gov/portal/SAM/#1. Respondent must be able to meet specifications required in the Draft Statement of Work (attached). CAPABILITIES STATEMENT: Interested parties must submit a Capabilities Statement, with the cover sheet provided completed, brief and concise, yet clearly demonstrating ability to meet the stated requirements. Interested companies may submit a capabilities statement not to exceed two (2) typed pages 8.5" x 11". The Capabilities Statement should clearly present evidence that the interested party feels is relevant. Capabilities Statements are to include the information in the attachment to this sources sought synopsis and title the Subject line for the response: Albany VAMC CAPABILITIES STATEMENT FOR LAWN AND GROUNDS KEEPING: Your Company name. Any offeror capable of providing this service shall notify the Contracting Officer by email no later than October 30, 2015 at 11:00 AM EST.
