- Technical Specification - Pulse Analyzer Unit Request for Information - Pulse Analyzer Unit PULSE ANALYZER UNIT REQUEST FOR INFORMATION (RFI) CAUTION: The Government is conducting market research to identify potential sources that produce equipment capable of recording and analyzing, in real time, complex pulsed signals generated by a Radio Frequency (RF) source. The Government has determined that this equipment is a commercial item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. Rockwell Collins is the only known vendor that can meet all of the government's requirements. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. There is no AMSC/AMC or any other code assigned to this lab equipment. There is no associated relevant data available, other than Rockwell's catalog pages. 52.215-3 -- Request for Information or Solicitation for Planning Purposes. Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (c) This solicitation is issued for the purpose of market research in an effort to overcome barriers to competition for future requirements. (End of Provision) INSTRUCTIONS: The document(s) below contain a description of the Pulse Analyzer requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company's capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Identify any areas of work that your organization believes should be broken out exclusively for Small Business. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. •4. Questions relative to this market survey should be addressed to the PCO. PULSE ANALYZER UNIT REQUEST FOR INFORMATION (RFI) PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that produce equipment capable of recording and analyzing, in real time, complex pulsed signals generated by a Radio Frequency (RF) source. The pulse analyzer needs to be cable of recording/analyzing signals in both a Systems Integration Lab (SIL) and in real world environments such as runways and test ranges. Typical RF sources in the SIL are Textron Industries' Advance Architecture Phase Amplitude and Time Simulator (A2PATS) and Amherst Corporation's Combat Electromagnetic Environment SIMulator (CEESIM). There are test cases where 1000 MHz of instantaneous bandwidth is required and cases where two separate signals need to be monitored simultaneously. The minimum performance and software requirements are listed below: Pulse Analyzer Requirements •• Dual tuner (channel) capability •o Shall be capable of working in tandem or standalone •o When combined, tuners (channels) shall increase bandwidth to a min of 1000 MHz •o Triggering capability - one tuner (channel) shall have the ability to trigger the other for data collection purposes •• Minimum frequency range of 0.5 to 18 GHz •• Processes and store a minimum of 2.5 Million Pulse Descriptor Words (PDW's) per sec •• Connect to local and network drives for PDW storage •• Signal Amplitude Measurement +/- 3 dBm, Range +10 to -75dBm •• Pulse Width Measurement +/- 20 ns, Range 100 ns to CW •• Frequency Measurement +/-500 kHz •• Pulse Repetition Measurement 500 ns to 1 sec. •• Shall have internal Built In Test (BIT) capability •• Input and output connectors will be either SMA compatible or TNC •• Size •o Portable •o Maximum weight of 82 pounds •• Compatible with Windows 7 •• Shall be capable of displaying Amplitude, Frequency, Pulse width (PW), and Pulse Repetition Interval (PRI) versus time or pulses •• Shall be capable of automated operation •• Shall have built-in help guide. •• Shall have scan and beam width tools •• Shall have a PRI de-interleaving tool, and PRI calculation tool •• Shall be able to save collections to disk or reload previous collections for further analysis •• Zoom in/out on intrapulse and data analysis modes •• Statistical derivation of operator selected data •• Commercial operation and maintenance manual CONTRACTOR CAPABILITY SURVEY Pulse Analyzer Part I.
