Description
DEBRIS AND SEDIMENT REMOVAL, SANTA CLARA PUEBLO, NEW MEXICO. The proposed procurement is a competitive 8(a) Set-Aside, and thus competition is limited to offerors identified as SBA certified 8(a) Program Participants under NAICS 237990, with a size standard of $36,500,000.00. Competitive 8(a) construction projects are usually restricted to the geographical area where work is performed. This procurement is geographically restricted to New Mexico and El Paso, Texas. The successful bidders to perform work in New Mexico: Santa Clara Pueblo, NM, 8(a) competitive, firm fixed price contract. The magnitude of construction for this project is $5,000,000.00 to $10,000,000.00. Bonding will be required for this acquisition. The proposed project will be a competitive, firm-fixed price, design bid build contract procured in accordance with FAR 15, Negotiated Procurement using a Lowest Price Technically Acceptable source selection process, in which award will be made to the technically acceptable offeror with the lowest price. Request for Proposals will be issued on or about 9 November 2015, with proposals due on or about 9 December 2015. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. CONSTRUCTION SERVICES TO BE PERFORMED under this firm fixed price contract will consist of the removal of an estimated 199,000 cubic yards of sediment and debris from 11 project locations to approved debris disposal sites. Work will also include the development of a process for tracking the volume of sediment and debris removed. This work will take place on the Santa Clara Pueblo, located in northern New Mexico about 90 miles from Albuquerque. THE PROJECT will be advertised as a Lowest Price Technically Acceptable Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. Proposed procurement will result in a firm-fixed price contract.
