- SPECIAL NOTICE - SOURCES SOUGHT USSS-SS-16-001 Solicitation Number: N/A NAICS Code: 339910, Jewelry and Silverware Manufacturing Small Business Size Standard: 500 employees Description of Services The United States Secret Services is seeking potential sources to provide custom lapel emblems. Services will include but are not limited to tooling, die manufacturing, stamping, trimming, numbering, and packaging of lapel emblems, in coordination with the USSS's designated staff responsible for the design and ultimate delivery of quality lapel emblems. The USSS requires two types of lapel emblems: Permanent ("Hard Pin") Emblems, which are die-struck and may have intricate designs (provided by the USSS), are multi-colored, have clear epoxy coatings, and have secure posts and fittings; and, Temporary Emblems, which are stamped, multi-colored lithographic metal tabs/tags using USSS-provided designs and colors. Hard pins require permanent sequential numbering on their reverse sides. Of critical importance to the USSS are the citizenship and security requirements. Contract work will involve access to sensitive but unclassified data. All personnel working on this project, either as a prime contractor or a sub-contractor, must be U.S. citizens. Documentation will be required to confirm citizenship. No security clearances are necessary for this effort; contractor personnel, however, shall be subject to a limited background investigation. The USSS requires all contractor's personnel who are directly involved in production of the lapel emblems as well as the management team to pass a USSS background check. After review of background checks, a determination will be made of each individual's ability to work on this effort. The contractor will have an opportunity to provide a substitute employee for those employees whose background checks are deemed unacceptable. One or more USSS representatives will be on-site throughout the stamping, trimming, and numbering phase of the manufacturing process to monitor performance and ensure strict accountability for all lapel emblems. All tools and dies manufactured for the USSS will become the property of the USSS and will be surrendered to the on-site USSS representative at the end of each work day for safe keeping. All waste material accumulated during this phase will be controlled and destroyed by melting in the presence of the USSS representative at the end of each work day. Any additional blanks of the lapel emblems will be turned over to the representative along with the tools and dies at the completion of this phase of the manufacturing process. The contractor shall establish a restricted area where elements of the manufacturing process including the stamping, trimming, numbering, polishing and carding take place. The restricted area shall be a secure room, a wire cage, or a roped- or cordoned-off area. The purpose of this area is to prohibit unsuitable personnel from accessing the lapel emblems during the manufacturing process. In addition, the contractor's facility shall be equipped with additional physical security measures to safeguard the lapel emblems from loss or theft. These security measures may include guards, burglar alarms, motion detectors, and/or reinforced doors and windows. The contractor's facility shall be equipped with a combination-style safe or vault to secure the lapel emblems from loss or theft during non-working hours. The contractor is required to develop and utilize procedures for the custody, use/handling, reproduction, preservation, storage, safeguarding, and disposition of all documents and information of this nature. Response to Sources Sought Notice It is anticipated that a solicitation will be issued later this year; however, this is NOT A SOLICITATION AND NO AWARD WILL BE MADE FROM THIS ANNOUNCEMENT. Qualified vendors shall submit a Capabilities Statement, which shall clearly demonstrate their experience with providing the services as described. They shall demonstrate the ability to comply with the citizenship and security requirements. The proposed North American Industry Classification System (NAICS) Code is 339910, Jewelry and Silverware Manufacturing, Size Standard: 500 employees. Vendors shall clearly indicate in their Capability Statement whether they are a small or large business and provide evidence of any socio-economic classifications based on this NAICS Code. Vendors shall also indicate on their Capability Statement whether they have a General Services Administration (GSA) schedule contract or other contract that can fulfill this requirement. If a GSA Schedule contract or other contract is available, vendors must provide the GSA or other contract number along with the schedule category-if GSA. The Capability Statement shall include sufficient detail for the Government to determine that the vendor possesses the necessary experience and security compliance in order to compete for a possible procurement. Responses shall not exceed 25 pages and may include estimated pricing schedules. Since this is a Sources Sought notice, no evaluation methods will be used. Vendors shall provide their Capability Statements in a MS Word-compatible or Adobe Acrobat format to the attention of Patricia Kiely at patricia.kiely@usss.dhs.gov with a cc email to Andrew J. Baker at andrew.j.baker@usss.dhs.gov no later than 3:00 pm Eastern, November 6, 2015.
