Description
MoD-MoI RFI This Request for Information (RFI) is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation the future. As stipulated in FAR 15.201 (e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any services whatsoever. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. RCC-Qatar is requesting information on Contractors capable of providing supervision, personnel, equipment, supplies, lodging, transportation, security, tools, materials and other items, and non-personal services necessary to provide the survey and planning of all network infrastructure upgrades and lifecycle replacement requirements supporting various locations and improving the current state of operations for the Ministry of Defense (MoD) Network Operations Center (NOC), Ministry of Defense (MoD) Corps HQs, Ministry of Interior (MoI) Provincial Headquarter elements, Special Operation Forces and Afghan Air Corps units. In addition, to providing support for any outstanding requirements identified by the survey of the network security and storage, for the new MoD HQ building and the establishment of a back-up MoD and MoI NOC (COOP) site to ensure continued operations in a disaster situation. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The estimated period of performance for this effort would consist of a 12 month base with two 12 month option periods, for a total of 36 months. The proposed contract action is for services for which the Government intends to solicit and award in conjunction with policies and procedures from FAR Part 12, Acquisition of Commercial Items. Any resulting procurement action will be the subject of a separate, future announcement. This is a market research survey to determine the availability and adequacy of potential sources prior to determining an acquisition and contract strategy. The information received will be utilized by RCC-Qatar in developing its acquisition strategy. The information in this notice is based on current information available to date. All response submissions become Government property and will not be returned, including any proprietary information. RCC-Qatar reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. ATTENTION: Contractors must be registered with JCCS to be eligible for any future contract considerations. Information on registration and annual confirmation requirements may be obtained via the internet at www.jccs.gov. REQUEST FOR INFORMATION All interested parties shall submit a response that includes ALL of the following information: - Contractor Name and Address - JCCS Identification Number - AISA License Number - Cage Code - DUNS Number - Business Point of Contact and Title - A brief and concise, no more than 5 pages, capabilities statement that demonstrates: 1) corporate experience and ability to meet the stated requirements as outlined in the Request for Information and 2) the ability to recruit, hire, and clear personnel with the required qualifications - At least one (1) past performance reference within the last 3 years where your company performed network infrastructure upgrades and lifecycle replacement o Agency Name, Contract Number, Contract/Project Name, Period of Performance, Contract Value and a brief description of the services your company performed under the contract. Please state if performed as the prime or subcontractor. - Questions and/or concerns related to this Request for Information (RFI) shall be submitted no later than 5:00pm Afghanistan time on Friday, 26 October 2015 via email to Contracting Officer, Jason Malak, jason.r.malak.civ@mail.mil and Contract Specialist, Michael Palmer at michael.a.palmer126.ctr@mail.mil.
