- Performance Work Statement Justification for Other Than Full and Open Competition W91ZLK-15-T-0265 NOTICE OF INTENT TO AWARD SOLE SOURCE FOR Maintenance, Calibration, and Repair of Aerodynamic Particle Sizer (APS) and Ultraviolet-Aerodynamic Particle Sizers (UV-APS) Spectrometers This is a NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.106-1(b) (1). The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005-1846; has a requirement to procure the following products and service: Edgewood Chemical Biological Center (ECBC) requires maintenance, calibration, and repair of Government owned APS spectrometers model 3321 (serial numbers: 71244116, 71339016, and 70720228) and UV-APS spectrometers model 3314 (serial numbers: 70729292 and 70838385). ECBC is responsible for the necessary equipment to perform analysis of air samples in support of global operations that may pose a chemical and biological threat. The APS and UV-APS spectrometers are instruments that provide the capability for precise aerodynamic diameter and scattered-light intensity measurements for the study and investigation of hazardous aerosols. In order for ECBC to execute its mission, the laboratory requires all equipment be fully operational and functioning in accordance with the Original Equipment Manufacturers (OEM) specifications The period of performance shall be 60 days upon contract award. The Government intends to award a Firm-Fixed Price (FFP) sole source contract to TSI, INCORPORATED. TSI, Inc is the only identified firm with the resources to support such a maintenance package for all instruments. The North America Industry Classification System (NAICS) Code for this requirement is 334516 and the standard size is 500 employees. All responses received within ten businesses (10) days after date of publication of this notice will be considered by the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 1000 Eastern Standard Time, Monday, 2 November 2015.
