- The Government is conducting market research to identify potential sources that possess the repair data, technical expertise/experience, capabilities (tools, materials, equipment), and replacement parts to meet qualification requirements to maintain, calibrate and repair four (4) Coordinate Measuring Machines (CMMs). REQUEST FOR INFORMATION (RFI) CAUTION: The Government is conducting market research to identify potential sources that possess the repair data, technical expertise/experience, capabilities (tools, materials, equipment), and replacement parts to meet qualification requirements to maintain, calibrate and repair four (4) Coordinate Measuring Machines (CMMs). These CMMs and their replacement parts are not stock listed items. Therefore, the AFMC Form 761, AMC/AMSC Screening Analysis Worksheet, does not apply to the maintenance and repair of these systems. The level of security clearance and amount of foreign participation in this requirement has not been determined. The Government does not own or have access to the data for these items. The Government has determined that the services for the CMM systems are considered a commercial item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. Contractor shall furnish all labor, tools, materials, parts, support and test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support and test equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. The current sole source contractor for this effort is Nikon Metrology, Inc. Note: No machines are available for loan for reverse engineering and no funds are available to pay for reverse engineering. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. The document(s) below contain a description of the CMMs requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company's capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. Questions relative to this market survey should be addressed to the Requiring Activity. Maintenance, Calibration and Repair of Coordinate Measuring Machines (CMMs) PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the repair data, technical expertise/experience, capabilities (tools, materials, equipment), and replacement parts to meet qualification requirements to maintain, calibrate and repair four (4) Coordinate Measuring Machines (CMMs). We estimate the CMMs to be at least 30 years old and they are listed below: ITEM MODEL SIZE SERIAL NUMBER 1 G80 14.8.5 8240 2 G80 44.14.9 8270 3 G80C 10.10.8 8299 4 G80C 20.12.10 11638 This requirement is for preventive maintenance, calibration and repair services. Our services strategy is a five-year contract (basic plus four option years) and will continue through FY21. The projected quantities will be Best Estimated Quantities (BEQ) of 4 CMMs per year. The resulting contract will provide one (1) annual system evaluation, calibration and certification, two (2) semiannual preventative maintenance visits, as well as u n l i m i t e d unscheduled repair visits for (4) Coordinate Measuring Machines. Telephone technical support for the equipment hardware and for the CAMIO software, software revisions/upgrades to Nikon Software (CAMIO), currently running on this equipment, shall be provided as part of this agreement. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. This service is required to ensure the proper calibration/operation of the instruments for testing associated with the First Article Test Program, various failure analysis projects in support of AF weapons systems, special projects, conformation verification and support of USAF aircraft mishap investigations. The equipment serviced by this contract supports all depot operations at Robins AFB, including F-15, C-130, C-5, and other weapons systems. This equipment performs functions per the requirements listed in AFMCI 64-110 and RAFB Supplement 1, First Article Management. The instruments must perform accurate and timely analysis for the First Article Testing Program. The data resulting from these instrument measurement examinations must be accurate in determining form, fit and function prior to aircraft application. Describe briefly the capabilities and nature of the services you provide. Include a description of your staff composition and management structure. (REF PWS 1.0) 2. Describe your company's past experience on previous projects similar in complexity to this requirement (specifically include Government contracts). Include contract numbers, a brief description of the work performed, period of performance, total dollar value, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. Describe your company's experience in repairing the Model Numbers listed above that support keeping CMMs fully operational. (REF PWS 1.0) 4. What quality assurance processes and test qualification practices does your company employ? Provide a description of your quality program (ISO 9001, AS9100, etc.). 5. Does your company have the appropriate qualifications to provide calibration certifications for each piece of equipment? (REF PWS 1.6) B. Repair Questions: 1. Describe your capabilities and experience in repairing existing systems/equipment (hardware and software) to solve maintenance and support problems in a physical science laboratory environment. 2. Describe your capabilities and experience in developing/modifying repair or maintenance procedures. (PWS 1.3) 3. Do you own technical data or source code to provide updates or upgrades to the equipment software and firmware? (REF PWS 1.5) 4. Describe your configuration management processes and how you identify and resolve parts obsolescence and diminishing manufacturing sources problems? 8. Discuss your process for addressing any fit, form, and or function issues that may arise out of this effort. What is your process or ability to qualify new parts if OEM replacement parts are not available? 9. How would your organization address the absence of drawings, specifications, technical data, test procedures, etc.? Do you have the ability to acquire the technical data/source code? 9. Discuss any reverse engineering or item replacement opportunities that may be present.
