Description
This Request for Information (RFI)/Sources Sought Notice is issued for informational and planning purposes only. This is not a Request for a Quote (RFQ). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Mission & Installation Contracting Command Carlisle (MICC Carlisle) is currently conducting market research to locate qualified, experienced, and interested potential sources. Negative replies are also sought. MICC Carlisle is seeking information concerning the material called out below. For the purposes of the RFI, the North American Industry Classification System (NAICS) Code is 611710 - Educational Support Services. The small business size standard is $15.0 Million. If your firm is capable of requirements described in this RFI, please provide a capability statement to Mrs. Charla A McKee, charla.a.mckee.civ@mail.mil, by 2:00 pm EST by 29 October 2015. POC phone number is 717-245-4707. Requirement is for: Academic Evaluation/Evaluation of Credential(s) - Obtaining evaluation of foreign education and training credentials for those International Officers attending the United States Army War College (US AWC) with non-US education and credentials. Quantity of 100 Evaluations. Testing will be for students from: AFGHANISTAN, ALBANIA, ARMENIA, AUSTRALIA, BANGLADESH, BELIZE, BOTSWANA, BRAZIL, BULGARIA, BURKINA FASO, BURUNDI, CAMBODIA, CANADA, CHILE, COLOMBIA, CONGO, CROATIA, CZECH REPUBLIC, EGYPT, EL SALVADOR, ESTONIA, ETHIOPIA, GABON, GEORGIA, GERMANY, GREECE, HUNGARY, INDIA, INDONESIA, ISRAEL, ITALY, JAPAN, JORDAN, KYRGYZSTAN, KENYA, KOREA, KUWAIT, LEBANON, LITHUANIA, MACEDONIA, MALAYSIA, MALI, MAURITANIA, MEXICO, MONGOLIA, MONTENEGRO, MOROCCO, NEPAL, NETHERLANDS, NEW ZEALAND, NIGER, NIGERIA, NORWAY, PAKISTAN, PAPUA-GUINEA, PERU, PHILIPPINES, POLAND, ROMANIA, SAUDI ARABIA, SENEGAL, SLOVAK REP, SLOVENIA, SOUTH AFRICA, SPAIN, TAIWAN, TUNISIA, TURKEY, UGANDA, UNITED KINGDOM, UKRAINE, VIETNAM and ZAMBIA In addition, the following information is requested: (1) Company cage Code, DUNS, name, address, point of contact, telephone number and email address; (2) Any small business status (8(a), Service Disable Vet, HUB Zone, veteran-owned, women-owned, etc.); (3) Please indicate which NAICS code(s) your company usually performs under Government contracts. (4) GSA contract number if applicable 1.0 Background: Students, both foreign and domestic, must meet specific degree requirements before they are matriculated into the U.S. Army War College's (AWC) Master's degree training programs. In order to insure prospective students who graduated from a foreign institution meet these requirements, their education records must be reviewed by a professional academic and enrollment agency. This professional review determines if the foreign degree education level is comparable to that of accredited U.S. institutions (degrees). 2. OBJECTIVE: AWC will provide educations records and/or diplomas and transcripts to the agency for review and determination of degree level. Once determined, the agency will forward verification documentation to AWC. 3.0 TECHNICAL SERVICES OR TASKS: This service will support foreign degree verification to determine if students have the minimum education requirements for enrollment into the AWC's Master's program. 3.1 Approximate number of student credentials verification: 75-100 per academic year. The charge of it will be base on service rendered. 3.2 SCHEDULE: The contracted agency shall be directly responsible for ensuring the accuracy, timeliness, and completion of all tasks under this effort. 4. 0 CONTRACTOR QUALIFICATIONS: The Contractor has the following qualifications: 4.1 Expert-level professional services needed: Reviewing authority must have vast expertise and be extremely knowledgeable in both individual foreign country and U.S. degree granting institutions. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information.
