- The Government cannot guarantee any further questions will be answered at this time. Q1. Has this requirement been set to a final acquisition timeline? Is so can you advise the timeframe? Vehicle? A1. The final acquisition timeline is not yet finalized/approved. The TEC contract will be an IDIQ contract. Anticipated RFP release in 3rd QTR FY16 and award in 1st QTR FY18 Q2. The previous NAICS Code for this effort was 541330 (Engineering Services). This RFI for the follow-on requirement uses NAICS Code 541380 (Testing Laboratories). Why the change in NAICS Code? A2. While some of the required services are similar to other NAICS descriptions, 541380 has been determined to be the best fitting NAICS. Q3. Does the Government envision off-site test requirements? A3. Testing may be accomplished in Government, contractor, and industry facilities, depending on the type of testing involved. Operational testing is typically conducted with users at their operational realistic locations, developmental testing is typically conducted in the developer's or Government's lab, etc. Q4. Do SB primes require an off-site test lab, or can teammates fulfill any type of off-site test lab requirements? A4. No off-site test lab is required. Q5. We have extensive past performance under 541330 (Engineering Services) that seems to provide the type of support effort needed to support JITC; however, we do not have much experience under 541380 (Testing Laboratories). How important is it to have specific 541380 past performance and would our 541330 experience be considered sufficient for you to consider our firm qualified to bid? Lastly, is there a possibility that the NAICS designation could change to 541330 when the RFP is released? A5. All relevant experience will be reviewed, no matter what NAICS it was performed under. The Government has determined 541380 to be the appropriate NAICS.
