- The U.S. Army Aeromedical Research Laboratory (USAARL), Fort Rucker, AL intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Humanetics Innovative Solutions, Inc. 47460 Galleon Drive, Plymouth MI 48170, for the procurement of Load Sensing Headform Test Device. The FOCUS headform is a unique physical test device designed for evaluating the protection provided by newly-developed face and eye protection devices. The FOCUS headform has the same facial anthropometry as the mid-size USAARL headform, which represents a 50th percentile male aviator. This facial anthropometry ensures that the headform has the appropriate anatomical features needed to properly fit aviation and ground Soldier helmets. The facial region of the headform is divided into several discrete sections including the frontal bone (left and right sides), the zygoma (left and right sides), the maxilla (left and right sides), the nasal bone, mandible, and eyes (left and right sides). Each discrete facial region can be equipped with custom three-channel load cells to measure impact loads. The load cells were custom designed so that all 10 load cells could be simultaneously installed within the small facial region of the headform. The FOCUS headform is manufactured to have a inertial properties identical to the standard Hybrid II headform. For compatibility with standard crash test dummies, the FOCUS headform was designed to mate with a standard Hybrid III neck. The force-deflection response of the FOCUS headform's synthetic eyes and orbits match those of the in situ human eye when impact in the anterior-posterior direction. A Facial and Ocular CountermeasUres Safety (FOCUS) headform with full facial instrumentation is to be purchased. The sole source for this equipment is Humanetics Innovative Solutions, Inc. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard of 500. Fifteen (15) days after the publication of this notice, the purchase will be awarded without further remarks.
