- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and the Aircraft Operation Center, MacDill AFB, FL intend to award a purchase order to DB Control for repair of a Traveling Wave Tube Amplifier (TWTA) unit Part Number DB-3710A-01, Serial #103. These amplifiers are installed on the high altitude research G-IV aircraft as an integral part of the Tail Doppler Radar (TDR). The TDR is a research tool used for hurricane surveillance and research by the National Weather Service (NWS) and Hurricane Research Division (HRD). The TWTA was purchased as part of a complete TDR system. DB Control fabricates TWTA units for various aspects for both laboratory and airborne work. They hold copyrights and patents for the design and fabrication of the TWTAs installed on the G-IV aircraft. The TWTA schematic is proprietary and needed for troubleshooting of the amplifier. DB Control possesses specialized test equipment to troubleshoot and repair these units. Replacement costs for a complete system for the government would excessive and not considered advantageous. The NAICS code for this requirement is 811219. The proposed contract action is for services for which the government intends to solicit and negotiate with only one known source. This sources sought is not a request for competitive proposals. However, all proposals received by closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; and a detailed capabilities statement. Submissions received in response to this notice shall be evaluated based on their ability and demonstrated past experience to meet the requirements described above.
