Description
Draft Statement of Work Project Title: Multi-stakeholder Toolkit This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for P r oposal or Request for Quotation or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. N IST does not intend to award a contract on the basis of this Notice, or otherwise pay for the infor m ation requested. No entitle m ent or pay m ent of direct o r indirect co s t s or char g es by NIST w ill arise as a result of su b m ission of r esponses to this Notice and NIST use of such infor m ation. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. The purpose of this notice is to: (1) identify organizations with the requisite qualifications to meet the requirements of the item stated herein, and (2) solicit candid feedback from industry regarding the attached draft Statement of Work as part of a comprehensive review to ensure the final solicitation includes the most appropriate and current methods of meeting NIST's needs while maximizing taxpayer dollars. (3) Interested business organizations that believe they are capable of meeting the requirements contained in the draft Statement of Work should submit electronic copies of their capability statement. If at least three qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 541611. The specific purpose of this Sources Sought Notice is to determine if there are small businesses, within the parameters identified above, that are capable of meeting the requirements in the draft statement of work. Summary o f Requirement: NIST is seeking information on the availabi l ity of sources capable of supporting NTIA in m eeting its m ajor program objectives, w h ich may inclu d e b ut is not li m ited t o : (a) Researching and analyzing existing reference materials, develop content, and draft a Multi-stakeholder Toolkit as a policy, education and awareness information resource for use by NTIA. (b) Providing a Project Manager experienced in Internet policy, communications research, and task leadership. (c) Providing expertise in policy research and analysis with experience and expertise in both primary and secondary source research to support the development of communication materials for policy education and awareness. (d) Developing and drafting a thoroughly researched and referenced Executive Summary narrative as part of the Multi-stakeholder Toolkit. (e) Developing and drafting thoroughly researched and referenced case studies as part of the Multi-stakeholder Toolkit. (f) Developing and drafting thoroughly researched information materials as part of the Multi-stakeholder Toolkit. (g) Developing and drafting a thoroughly researched and referenced representative inventory of past and current examples of multi-stakeholder approaches to address Internet policy issues as part of the Multi-stakeholder Toolkit. Please limit responses to five (5) pages. The following information is requested to be provided as part of the response to this sources sought notice: 1. Name, Address, DUNS number, CAGE code, and point of contact information of your company. 2. Any information on the company's Socioeconomic Status (as defined by the Small Business Administration). 3. Description of your company's capabilities, experience and qualifications as they relate to the services described in this notice. 4. A description of your company's previous experience providing the services described in this notice. 5. Indication of whether the services described in this notice are currently on one or more GSA Federal Supply Schedule (FSS) contracts or other applicable contracts and, if so, the applicable contract number(s). 6. Any feedback regarding the draft Statement of Work, including concerns, potential issues, suggestions, any observed ambiguities, etc. The Government makes no commitment to provide answers to questions received. Feedback will be taken under advisement when finalizing the draft Statement of Work. 7. Any feedback regarding the NAICS code or other appropriate NAICS codes based on the scope of work. 8. Any other relevant information that is not listed above which the Government should consider in developing its specifications and finalizing its market research. After results of this m arket re s earch are obtained and analyzed, NIST m a y conduct a co m petitive procure m ent and subsequently award a contract(s). Any proprietary information should be so marked. Reponses are due by 11:00 AM EST, Thursday, October 29, 2015. Your response should include the STATEMENT OF CAPABILITY, GSA SCHEDULE INFORMATION, and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above.
