- Historic Houses currently have no insulation which impedes proper HVAC tempering. the deteriorated conditions and prohibitive when attempting to meet energy goals, as much of the tempered air is escaping through the attic and roof areas. The contractor must provide all labor, materials, equipment and supervision necessary to insulate attics at the National Courts Complex, in accordance with the following requirements.
