- RHAP’s Development Objective (DO 2) is to reduce the impact of HIV/AIDS on the southern Africa region. RHAP accomplishes this goal by providing management and programmatic oversight to the limited presence countries – Lesotho and Swaziland – and by strengthening the quality of PEPFAR programs implemented in 10 countries in the region. Countries included in the region are South Africa, Mozambique, Namibia, Botswana, Zambia, Zimbabwe, Malawi, Angola, the Kingdom of Swaziland, and Lesotho. RHAP technical advisors provide in-presence and virtual support not only to USAID Missions and Offices, but to the entire PEPFAR inter-agency staff within a country. The region that RHAP supports, Southern Africa, remains the epicenter of the global AIDS epidemic. According to UNAIDS, in 2014 Swaziland had the highest HIV prevalence in the world at 27.7%, followed by Botswana (25.2%) and Lesotho (23.4%). The 9 highest-prevalence countries in the world are in southern Africa. In the region, only Angola, at 2.4% prevalence, has an HIV prevalence of less than 10%. While the rate of new infections is declining in every country, and the number of people living with HIV who are on antiretroviral treatment (ART) has increased more than 30-fold since 2004, there are still enormous challenges to reaching the goal of an AIDS-free generation. In 2014, an estimated 13.6 million people in the region are infected, only 46% (6.4m) of whom are on ART. To achieve the 90-90-90 goal of 81% of people living with HIV (PLHIV) on ART by 2020, an additional 4.6m PLHIV must be put on ART in the next 5 years. The impact of HIV in the region is also compounded by a rampant tuberculosis epidemic. With PEPFAR 3.0, countries have focused their programs on sustainable control of the epidemic. They have adopted a data driven approach to achieve the UNAIDS 90-90-90 global goals and work towards an AIDS-free generation. Data is a key factor in implementing the PEPFAR pivots and in decision making. Recent PEFFAR requirements such as the new Monitoring, Evaluation and Reporting indicators (MER), Site Improvement through Monitoring Systems (SIMS), Data for Accountability, Transparency and Impact Monitoring (DATIM), and quarterly reporting for the PEPFAR Oversight Accountability Response Team (POART), add to the full complement of SI-related expertise expected of the incumbent of the position.
