- PRE-SOLICITATION NOTICE Solicitation Number: SAQMMA-16-R-0150 ************************************************** Solicitation posted 10/24/2015. Proposal due date is revised to be November 30, 2015. ************************************************** UPDATE. The soliciation will not be posted on 10/20/2015 as originally planned. It should be available no later than 10/23/2015. The planned pre-proposal conference in Dubai will remain 10/29/2015. 52.236-27 I SITE VISIT (CONSTRUCTION) (FEB 1995)--ALTERNATE I (FEB 1995) (Reference 36.523) Due to the secure nature of the site, current security concerns and the U.S. Government's inability to grant all interested parties access to the site, a site visit will not be held. In lieu of a site visit, a pre-proposal conference will be held. The Blanks are completed as follows: 1. Date of Pre-Proposal Conference(s): October 29, 2015* *Due to the number of interested firms more than one conference may be held on October 29, 2015. The CO will assign a conference time when registering. Conference time will be between 09:00 AM and 5:00 PM. Attendance will be limited to two people per firm or joint venture offeror. Offerors are requested to advise the contracting officer by email: pruittla@state.gov of attendee's names, passport numbers, and positions no later than 4:00 PM EST, October 27, 2015 in order to register for the conference. The Government reserves the right to limit conference attendance to firm that registered timely. 2. Location: The location of the conference(s) in Dubai has not been finalized. The time and location of conference will be provided by email to registered individuals. END 10/16/2015 UPDATE ******************************************************** This is a Pre-Solicitation Notice of the Government's intent to issue a solicitation for the construction of a lagoon-style wastewater treatment plant at Pol-i-Charki prison in Afghanistan. The order of magnitude for this requirement is between $1,000,000 and $5,000,000. The solicitation is expected to be posted on October 20, 2015 and available for 30 days - reference SAQMMA-16-R-0150. A pre-proposal conference is currently scheduled in Dubai, UAE on October 29, 2015. Additional details about this conference will be included in the solicitation. Award of a Firm-Fixed Price Construction Type Contract is anticipated by December 31, 2015. Contractors shall express their interest in this solicitation by written correspondence to the attention of Larry A. Pruitt Jr. All correspondence shall be submitted via email to PruittLA@state.gov and must include the solicitation number SAQMMA-16-R-0150 in the subject line. DO NOT TELEPHONE. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform such construction work in AFGHANISTAN. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures. This is a pre-solicitation notice, otherwise known as a synopsis (summary). The solicitation pertaining to this notice will be available to all interested vendors who have: 1. Returned the restricted access form; and 2. Requested access to these documents on FBO.gov. ALL requests for restricted access to the solicitation must be submitted through www.fbo.gov. The contracting officer will only grant access to those firms who have completed a restricted access form. Since the solicitation documents are only accessible on the restricted portion of FBO.gov, offerors must have a valid DUNS number, have current registration in www.sam.gov and have a current www.fbo.gov account which is linked to their www.sam.gov account. It is highly recommended that all interested parties, check to ensure these actions are completed before the solicitation is released in order to get access to solicitation documents timely. Contractors who need assistance with their accounts or accessing the restricted portion of FBO.gov should contact the respective help desks for assistance. The contracting specialist/contracting officer DO NOT provide any technical support for these systems. Any requests for information before the solicitation is received or to provide the solicitation documents outside of FBO.gov will not be honored.
