SOW National Weather Service Instruction 10-1301 - October 21, 2014 Federal Meteorological Handbook No. 2 - Surface Synoptic Codes Surface Weather and Observations Reports This Request for Information (RFI)/Sources Sought notice is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 provided at: http://www.acquisition.gov/far/current/html/52_215wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The applicable NAICs code for this acquisition is 541990 - Other Professional, Scientific, and Technical Services and the size standard is $15 million. The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA, on behalf of the NOAA's National Weather Service (NWS), Eastern Region (ER), is conducting market research in an effort to identify all potential industry sources with the capabilities to provide Climatogical Weather Observations and Services at the Mount Washington Observatory in North Conway, New Hampshire, as described in the attached Statement of Work (SOW). NOAA contemplates award of a Firm Fixed-Price type contract resulting from this solicitation. The period of performance for these services is anticipated to take place March 15, 2016 through March 14, 2021 (Base Period with Four (4) One (1) Year Option Periods). Background Information: The National Weather Service (NWS) is tasked with providing "weather, hydrologic, and climate forecasts and warnings for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and the enhancement of the national economy." To ensure that the NWS achieves its operation of providing warnings and forecasts directly to the public to protect life and property, warnings must have real-time accuracy and be site-specific. Climatogical observations provide data necessary to evaluate the need for weather warnings, small craft advisories, and daily weather forecasts in the New England area. There are a total of 28 weather observations taken daily, with 4 synoptic weather observations daily and 24 daily surface weather observations. This data is transmitted each hour to the Weather Forecast Office (WFO) in Gray, ME. Capability Statement Objectives and Requirements: This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhance the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The National Oceanic & Atmospheric Administration's (NOAA) National Weather Service (NWS) Eastern Region (ER) is seeking the following information: 1. Potential respondents shall provide written capability statements that describe how they would successfully provide the services in accordance with the attached Statement of Work (SOW), considering applicable U.S. laws, regulations, policies and procedures; 2. Name of Company, Address and DUNS Number; CAGE Code; Point of Contact and phone number; 3. A statement regarding current size of the company under the North American Classification System Code (NAICS), code 541990 - Other Professional, Scientific, and Technical Services and the size standard is $15 million; 4. Potential respondents shall provide documentation as whether the respondent can be represented as a Socio-economic status (8(a), HUB Zone, small disadvantaged business, service-disabled/veteran owned, women owned, etc.); All responses and response contents to this RFI/Sources Sought notice will be considered information only and will not be binding on the parties. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States government.
