- This is a pre-solicitation notice for a base plus a one year option for the manufacturing of the Air Force Academy cadet flight, officer flight, service, and parade caps in accordance with (IAW) United States Air Force Academy Specifications. 0001 Men's Cadet Flight Caps IAW USAFA MIL-C-3261F dated 22 September 1989 and USAFA Letter of Exception (LOE), dated 8 September 2011. Estimated quantity is 3,500 caps. Government Furnished Material for the entire hat will be provided for this item. 0002 Women's Cadet Flight Caps IAW USAFA MIL-C-44130(CL) dated 11 Jan 1991 and USAFA Letter of Exception (LOE), dated 9 September 2011. Estimated quantity is 950 caps. This will be a single award, firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year plus one-year option. Minimum Order Limit: The resulting contract awarded from issuance of this solicitation and evaluation of the offers assigns a minimum guarantee of 1,000 caps for the life of the contract. Maximum Order Limit: The maximum ordering limit is 17,850 caps for the life of the contract. The base year performance is date of award through 30 September 2016 to include one one-year option. The Buy American Act (DFARS 252.225-7001) and Berry Amendment (DFARs 252.225-7012) both apply to this acquisition. Delivery FOB destination to USAF Academy CO 80840. The North American Industry Classification System Code (NAICS) is 315990 and the small business size standard is 500 employees. This acquisition is 100% small business set aside. It is anticipated the solicitation will be issued electronically on or about 2 November 2015 on the Federal Business opportunities (FBO) web page at http://www.fbo.gov. Due date for receipt of proposal will be indicated in the solicitation document when it is released. Once the solicitation is posted on FedBizOpps, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. Offerors must be registered with the System for Award Management (SAM) or may not be considered for award. Registration can be accomplished at https://www.sam.gov. As of 1 January 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. The Government will award a contract resulting from this solicitation to the responsive responsible quoter whose quote conforming to the solicitation is the lowest priced quote that is technically acceptable. This acquisition will use FAR Parts 12 and 13 procedures and the following evaluation criteria will be used to evaluate quotes: a. Technically Acceptable b. Price 5352.201-9101 OMBUDSMAN (April 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
