- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The proposed contract action is for construction and flagging services in support of the Southeast Louisiana (SELA 26 Florida Avenue Phase IV Project) Urban Flood Control Project. The New Orleans District, US Army Corps of Engineers (USCE) intends to award a cost reimbursable contract on a noncompetitive basis in accordance with FAR 6.302-1(a)(2) - Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. This Notice of Intent is NOT a request for competitive proposals. The Government intends to award a Cost Reimbursable contract to Norfolk Southern Corporation (Norfolk Southern Railway Company) who shall furnish all necessary management, labor, supervision, materials, equipment, transportation, whether through its own means and/or the means of a subcontractor, to construct all work associated with the temporary removal, relocation, and placement of Tracks 1-7 and all signal systems as required throughout the sequence of construction of the Project. In addition they will provide flagging services in support of all SELA 26 projects that will be performed adjacent to and upon Railway right-of-way, property and facilities. Parties may express their interest; accompanied by supporting literature, to the Contracting Officer no later than 10 November 2015 by 4:00 pm Central Standard Time. Responses should be sent to bridget.m.bonnecarrere@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement; therefore, the initial submission must include adequate information for the Contracting Officer to determine whether the contractor is capable of providing required services. Additional information will not be requested. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
