- The Army Contracting Command-Rock Island is seeking possible sources of supply and/or distributors for the acquisition of up to approximately 180,000 pounds of White Phosphorus (WP) Grade 2, for the Ctg 155mm M110A2 IAW MIL-W-215D with amendment 2 dated 19 March 91 and Note 1 dated 19 Apr 96. Any future requirement will be a full and open competition within the National Technology and Industrial Base (NTIB) in accordance with FAR 6.302-3. This product must be manufactured in the United States and delivered in approx 180,000 lb Rail Car loads. Delivery shall be FOB Destination: Pine Bluff Arsenal, Pine Bluff AR. Interested sources need to submit terms and conditions, production capability and delivery lead times, warranty, and cost estimates for budgetary purposes only. In addition, the government is interested in receiving responses to the following questions: 1. Would your company take any exceptions to the above specification? If so, what specific differences from the specification would apply to the product delivered? 2. What is the current market trend of WP and what kind of trend do you foresee in the next 2 years regarding availability, quality, and price? 3. Would your company likely submit a proposal for a 2 year Firm-Fixed Price (FFP) contract? If not, please briefly explain why a multiple year contract is not advantageous. 4. If a producer of WP was willing to "reserve" yearly quantities of WP at fixed price for U.S. Government use only, would your company be interested in pursuing a contractual agreement with a producer for a 2 year period? 5. Can your company provide a current estimated unit price per pound? 6. What protections are there, if any, to prevent non-delivery / price increases on a Firm Fixed Price contract even if market prices go up significantly? 7. How would your company Guarantee purity and can you provide a certificate of conformance? 8. How are rail cars maintained /cleaned to prevent accumulation of contaminants? 9. What are your demurrage charges for railcars? 10. How long after date of award would it take to deliver White Phosphorus to Pine Bluff Arsenal? 11. What contingency plans does your company have? 12. What are your company's annual sales of White Phosphorus / volume? 13. What is your company's White Phosphorus handling capabilities? 14. Will you be supplying WP as a distributor or a manufacturer of the WP? There is not a firm requirement for this White Phosphorus. This is for MARKET RESEARCH ONLY. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. The information you provide will only be utilized by the Army Contracting Command-Rock Island in developing an acquisition approach for future requirements.
