Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND IS NOT A SOLICITATION ANNOUNCEMENT. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Federal Student Aid (FSA) is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. This Sources Sought Notice is to determine if there are entities with potential capability and availability that can perform the requirements of a planned contract for assistance with vendor management support to aid in process and data oversight of FSA default portfolio. Interested concerns are requested to address the following specific requirements from the anticipated Performance Work Statement (PWS). The desired products/solutions capabilities should include: 1. Consolidate outside collection vendor data into a single repository 2. Standardize information into a common data format 3. Reconcile agency data to Debt Management and Collections System (DMCS) data 4. Clean up data integrity issue 5. Compare agencies using a single standard 6. Daily file updates 7. Reporting to include canned and ad hoc functionality 8. Daily Audit Functionality 9. Ability to drill down to as singularly as one borrower/vendor but also compare across all vendors 10. Automatically alerts Federal Student Aid (FSA) on every account outside of standards 11. Automated and customizable rules based on FSA specific product/process needs 12. Monitor work standards and Fair Debt Collection Practices Act (FDCPA) violations 13. Track the time to correct violations 14. Mitigate risk of lawsuits and negative publicity 15. Ensure compliance with State/Federal laws/regulations 16. Conduct key word searches on recorded calls 17. Familiarity with the Consumer Finance Protection Board (CFPB) 18. Demonstrate experience with collection agencies throughout United States The Capability Statement shall succinctly address the following three (3) items to demonstrate the contractor's capability to perform the requirements of this PWS: (1) The contractor's ability to manage, as prime contractor, the types and magnitude of tasking in the PWS; and (2) The contractor's technical ability, or potential approach to achieving technical ability, to perform at least 50% of the cost of the contract tasks incurred for personnel with its own employees; and (3) The contractor's capacity or potential approach to achieving capacity, to conduct the requirements of the PWS. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. Demonstrated ability to manage, technical ability and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor's approach to demonstrate capability. The FSA recognizes that single contractors who might not be able to develop and produce the whole system may have key capabilities that, combined with other contractors, will result in a superior system and so partial responses will be entertained as will responses from multiple contractors in joint venture who have an existing relationship. Responses to this RFI shall no exceed more than 8 typewritten, 8.5 X 11 inch pages, in font no smaller than 10 point and include: (1) Contractor's name, address, telephone numbers, and e-mail address of a point of contact having the authority and knowledge to discuss responses with the Government representatives. (2) Business size/classification to include any designations (i.e. - Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Women Owned Small Business or Other Than Small Business) shall be indicated on first page of submission. (3) Description of capability to perform the proposed synopsis, and capacity to execute this project with other ongoing contracts. (4) Past performance/experience on similar projects, describing no more than five (5) projects within the past five years. The past performance information should include project title, location, general description to demonstrate relevance to this proposed synopsis, the contractor's role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). (5) Identify any unexpired acquisition vehicles such as GSA Schedule, governmentwide acquisition contract (GWAC) or Multi-Agency blanket purchase agreement (BPA) that can be utilized to procure these desired capabilities. All responses to this RFI shall be sent electronically via e-mail to Michael.Allen@ed.gov not-later-than November 9, 2015. Sources will not be reimbursed for providing responses. THIS RFI IS NOT A REQUEST FOR PROPOSALS (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. RESPONSES WILL NOT BE CONSIDERED AS PROPOSALS, NOR WILL ANY AWARD BE MADE AS A RESULT OF THIS SYNOPSIS. All information contained in the RFI is preliminary, as well as subject to modification, and is in no way binding on the Government. FAR clause 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), is incorporated by reference into this RFI. Proprietary data submitted in response to the RFI will be protected when so designated. FSA will acknowledge receipt of information submitted in response to this RFI but will not provide feedback to the originating party.
