- RFI Attachment 1 - Technology Readiness Levels RFI AFCEC Future Concepts PLEASE SEE THE ATTACHED RFI FOR COMPLETE DETAILS ON THIS RFI AND HOW TO SUBMIT INFORMATION THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or imply the Government's intent to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals and will not accept unsolicited proposals at this time. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it has not yet been determined if it will be synopsized through the Government point of entry, Federal Business Opportunities website ( https://www.fbo.gov/ ), GSA Advantage, or GSA OASIS (https://www.ebuy.gsa.gov/advantage/ebuy/start_page.do). It is the responsibility of interested parties to monitor these sites for additional information pertaining to this requirement. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM/. All information received shall be safeguarded from unauthorized disclosure. Please do not submit any proprietary or classified information. The Air Force Civil Engineer Center (AFCEC), Tyndall Air Force Base (AFB), Florida, is seeking qualified vendors who can perform and/or support the investigation of the realm of the possible in regards to civil engineering support of airfield damage repair, rapid airfield damage repair, agile airfield damage repair concepts and associated technologies which could support AFCEC efforts with capabilities based assessment and analyses integral to capabilities-based requirements development. Program Action Directive 12-03 established the Air Force Civil Engineering Requirements Office (AFCERO) as the focal point for enterprise-wide early requirements development that supporting resolution of capability gaps in expeditionary engineering, explosive ordnance disposal, aviation/airbase firefighting, and emergency management. Department of Defense and Air Force policies and instructions direct that requirements analysis be conducted using a capabilities-based requirements development process that is compliant with the Joint Capabilities Integration Development System (JCIDS). The Government will consider system concepts having anticipated technology and manufacturing readiness levels (TRL/MRL) of 6 no later than 2020. TRL/MRL applies to fully mission capable aircraft and their associated technologies and integrated logistics support (training, maintenance, supply, support equipment, etc). Interested vendors should identify all future concepts that they possess with the DoD JCIDS process. In particular, they should identify such future concepts that they have demonstrated either independently or as a member of a government-contractor team. Interested vendors are asked to provide a list of all future concepts development efforts, the sponsoring agency and point of contact (if available), period of performance, and concept outcomes. Emphasis should be placed on concept development within the past five (5) years. Interested vendors should provide a brief description of their corporate facilities for holding meetings and conducting virtual working group meetings. They should also describe their capabilities to present future concepts and conduct meetings at the Secret classification level. Interested vendors are requested to respond to this RFI with a white paper in portable document format (PDF) no later than 6:00 PM Eastern Standard Time on Thursday, 10 December 2015. Responses shall be limited to five (5) pages including tables and figures. Margins shall be 1 inch each side, lines should be single spaced and text should be no smaller than 12 point font (Times New Roman preferred). Resumes are not required, but if they are provided as part of this RFI they will not count against the page count limitation. Proprietary information, if any, should be minimized and must be clearly marked. To aid the Government, please segregate proprietary information. Be advised that all submissions become Government property and will not be returned. Submissions will be reviewed by Government personnel only and will not involve AFCEC support contractors.
