- The requirement is for the maintenance and repair of elevators at the Naval Submarine Base New London, Groton CT. The scope of work includes developing and implementing a preventive maintenance program, including responding to emergency service calls for Vertical Transportation Equipment (VTE) located at the Submarine Base New London, Groton CT and the Garden City Naval Air Station New York. The work should include all labor, transportation, supervision, management, materials and equipment necessary to perform work. The combination firm fixed price indefinite quantity contract shall provide for a base period of one year plus four, 12 month options. Only the base period of the contract will offer a minimum guarantee. The solicitation will be issued Unrestricted under NAICS Code 238290; The Small Business size Standard Size Standard is $15,000,000. Offerors will be evaluated using the commercial procedures as prescribed in FAR Part 12. The Government intends to award a contract resulting from this solicitation to the responsible contractor with the lowest priced, technically acceptable proposal using the following evaluation factors. The solicitation will use the following evaluation factors: Price, Corporate Experience, Past Performance and Safety. The offeror s proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The resulting contract will be awarded to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government, price and other evaluation factors considered. The solicitation will be available after 9 November 2015 on the Navy Electronic Commerce On-line (NECO web site https://www.neco.navy.mil/). Notification of any updates or amendments to the solicitation will be posted on the NECO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR UPDATES. Prospective contractors must be registered in the System for Award Management website prior to award. (https://www.sam.gov/portal/SAM/) Bidders are notified that failure to register may render their firm ineligible for award. Specifications and will not be directly provided in a paper hard copy or CD-ROM disk format. The address for downloading the solicitation specifications is; https://neco.navy.mil. All prospective bidders are encouraged to register on the above website for this procurement when specifications and drawings become available Plan holders will be maintained and can be printed from the website. Notifications of any changes to this solicitation (i.e. amendments) shall be made on the website.
