N00164-16-R-JQ94 - MILITARY SEALIFT COMMAND SITUATIONAL AWARENESS SYSTEM (MSC SAwS) Electro-Optic Sensor System (MSC-EOS) - NAICS: 334511 FSG: 5855 Anticipated Issue Date: 02 November 2015 - Anticipated Close Date: 29 APR 2016 Solicitation number N00164-16-R-JQ94 will be issued as a request for proposals on a full and open competition basis. The solicitation will be published to the Government Point of Entry (this website, and those listed below) on or about 02 NOV 15 and proposal(s) will be due by no later than 2:00 PM (EST) 29 APR 2016, in accordance with the procedures authorized by FAR SubPart 15. The Government has a requirement for the Military Sealift Command (MSC) Situational Awareness System (SAwS) Electro Optic Sensor System (EOS), referred to as MSC-EOS- minimum quantity 1/ea, estimated maximum 100/ea and associated CLINS (ie: test, teardown, and evaluation; repairs, upgrades, training, and Provision Item Order (PIO) spares). The anticipated ordering period is five (5) years with an anticipated minimum quantity of one (1) each and an estimated maximum quantity of 100 each for the EOS. The anticipated contract type is a firm fixed price Indefinite Delivery Indefinite Quantity. The delivery shall be FOB destination, NSWC-Crane, 300 Highway 362, Crane, IN 47522-5001. It is anticipated that initial delivery of one unit will be required within 120 days of award. Additional delivery dates will be specified in individual delivery orders. This requirement will be negotiated on a full and open competition basis in accordance with FAR 6.101, that contracting officers shall promote and provide for full and open competition in soliciting offers and awarding government contracts. Interested parties can download the solicitation from the two websites listed above. The MSC-EoS will be installed on Military Sealift Command Ships and other US Navy or Coast Guard Maritime Platforms of various types. The MSC-EOS's primary mission is to provide enhanced visual imagery to augment existing electronic sensors as part of the SAwS. Ancillary used of the MSC-EOS will include enhancing the following: low-visibility and night navigation; coastal observation and surveillance; identification friend or foe; real-time situational awareness and threat warning; reconnaissance and surveillance; and documenting navigational hazards. The Government intends to require vendors to submit a product sample by the closing date of the solicitation that must meet the following criteria (known as Go/No-Go). Evaluation of the product sample(s) will initially consist of confirming that the product sample meets the Go/No-Go criteria defined in the following Performance Specification paragraphs for SAwS EOS System: 1) PS Paragraph 3.1.1 The turret shall include at a minimum: a Mid-Wave Infrared (MWIR) sensor, Color Camera, and Class 1 Laser Rangefinder (LRF), and de-icing system. (T) 2) PS Paragraph 3.2.3 HD-SDI video requirement - All system video functions (output, video processing, communication lines, control signals, etc) shall be done using digital information standards (the system will be 100% digital), and shall comply with SMPTE 292M progressive scan only and be provided over a BNC connection in accordance with MISP Version 6.6. (T) 3) PS Paragraph 3.2.8 The system shall be capable of being remotely powered on/off without the HCU attached. Some examples of remote interface include software controls and relay controllable on/off. (T) 4) PS Paragraph 3.3.2.1 The turret weight shall not exceed 112 pounds in accordance with (IAW) MIL-STD-1472G lifting requirements. (T) 5) PS Paragraph 3.3.3.2 The MWIR sensor shall utilize a focal plane array with 1280 x 720 or greater resolution. (T) To be eligible for award, contractors must be properly registered in the Government System for Award Management database (SAM). Contractors must be registered in the Joint Certification Program (JCP) in order to receive attachments. Offerors may obtain Information about JCP is located at https://www.dlis.dla.mil. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. The attachments will be posted to FBO at the same time the solicitation is posted. All changes to the requirement that occur prior to the closing date will be posted to FBO. It is the responsibility of interested vendors to monitor FBO for amendments that may be issued to this solicitation.
