- This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The Omaha District, U.S. Army Corps of Engineers, is seeking qualified Small Business Community Members (Section 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Small Business (SB) concerns and/or Small Business-led teams, Small Business Partnership and/or Small Business Joint Ventures) that qualify under the North American Industry Classification System (NAICS) code 541330 - Engineering Services (size standard of $15M in average annual receipts). Up to six IDIQ contracts may be awarded and the shared capacity of the contracts will not exceed $49.9M. All employees must be U.S. Citizens or properly documented non-U.S. citizens. All personnel on site are subject to a local and national agency background check. This Sources Sought Notice is part of the market research activities, and responses are sought to identify potential sources that have the knowledge, skill, experience and past performance to deliver quality engineering services on time and within budget. Project Description: Projects will consist primarily of design (and programming) for new, additions to, and upgrade of POL facilities including (but not limited to): Above ground storage tanks; hydrant fuel distribution systems including pumps, valves, hydrant and filter separators, bulk storage systems, transfer pump houses, and controls; Buildings including pump houses, petroleum operations buildings, fuel truck maintenance buildings, and generator buildings. Projects will also include infrastructure design for POL facility-related site utilities, site planning, aircraft parking aprons (pavement design), fuel pits, fill stands, and off-load facilities, and roads and bridges. Projects will also include project planning development (to include deficiency identification, validation, repair/construction recommendations with justification, SOW development, and cost estimates), inspection of fueling systems to include API 563, and real property inventory. Finally, projects will include requirements for facility-related special designs including cathodic protection, fire protection, NATO cut-and-cover tanks, fuel storage tank inspection, underground storage tank removal/replacement, special coatings and paints, asbestos/lead paint removal, and demolition of existing buildings. Construction cost estimates may be required for any of the design tasks listed above.
