- Description: This is a Request for Information (RFI). The Technology Applications Office has a requirement to gather information on the most current HEVC video encoder production solutions. 1) This RFI is specifically looking for sources for HEVC video encoders that are able to do the following encoding functions: Video Inputs: a.Video inputs for encoding: HD-SDI/SD-SDI/Composite b.Input resolutions: 1920x1080p through 720x480p range Video Outputs: a.MPEG2 transport stream supporting Main and High profiles b.Bit rate ranges from 100kbps to 30Mbps c.Frame rate: 2 to 60fps d.Bit Rate Regulations: Constant Bit Rate (CBR) and Variable Bit Rate (VBR) e.Output resolutions: 350x240p up to 1920x1080p Metadata a. Ability to convert Cursor-on-Target (CoT) metadata to Key-Length-Value (KLV) metadata b.Ability to ingest metadata by serial RS-232 or Vertical Ancillary Data Space (VANC) interfaces SAP a.Ability to send out Session Announcement Protocol (SAP) with every transport stream metadata b.Ability to broadcast simultaneous H265 and H264 multicast streams c.Ability to support STANAG 4586 metadata format and input into each MPEG2 transport stream. Latency a. Latency is not to exceed 120 Milliseconds THIS IS NOT A REQUEST FOR PROPOSAL. This information will be used for market analysis to determine what currently exist. This notice should NOT be construed as a request for proposal or any obligation on the part of the U.S. Government. No award will be made from this announcement. No telephone calls and/or request for solicitation information will be accepted or acknowledged. The North American Industry Classification Systems (NAICS) Code is 512120. Parties purporting to have the requisite credentials MUST furnish in writing (no more than 15 pages; marketing material are not a sufficient response to this RFI) their capabilities information including experience and familiarity with providing the stated services above. Responses should address a complete understanding and listing of HEVC video encoder hardware requirements. Has your product been accredited? How many years of experience does your company have in developing and manufacturing HEVC video encoder hardware? What is your company's ability to handle multiple orders, with tight schedule requirements, for medium to large amounts of the types of devices referenced in paragraphs 1 through 5? Explain your Company's product development processes. Do you solicit user feedback? If so, how is it used for product improvement? The information must be clear, concise, complete, and shall include at a minimum: name, address of firm and business size/ownership of business. In addition to your statement of capabilities, please provide contract references in the past five years relevant to the requirement to include: contract number, agency supported, whether or not you were a prime or subcontractor, delivery date or period of performance, original contract value, final or current contract value, technical monitor with phone/fax number, POC with current phone/fax number, and a brief description of the effort.
