Description
***THIS IS A SOURCES SOUGHT NOTICE ONLY*** The Naval Facilities Engineering Command Public Works Division at Misawa (NAVFAC PWD Misawa) is conducting a Sources Sought Notice. NAVFAC FE is seeking eligible business firms capable of providing design and construction services associated with the project Modify Hangar Door, B970 at U.S. Naval Air Facility, Misawa AB, Japan . The scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary for both design and construction to modify the current hangar door to allow closure and provide a weather seal about the rear fuselage/tail section of the design aircraft(s). In support of the design work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined design efforts in all aspects of hangar door design and construction. BUSINESS LICENSE REQUIREMENT: Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyokai) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. GENERAL INFORMATION: In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Firms interested in this effort must be able to demonstrate experience on RELEVANT PROJECTS as either a Designer or Constructor or both Designer and Constructor. For the purpose of this Sources Sought, relevant projects are defined as projects for design and/or manufacture and installation of aircraft hangar doors completed within the last ten (20) years or at least 80% complete at the time of proposal submittal. To qualify as a RELEVANT PROJECT, the project must meet all three elements of size, type, and complexity. Interested firms are requested to provide a minimum of one (1), or up to a maximum of three (3), relevant projects with their responses. Any type of documents in English or Japanese and no more than 25 pages regarding capabilities, capacity and experience to perform construction as set forth in the scope of this project shall be acceptable by November 20, 2015 at 1000 Japan Standard Time (JST). NAVFAC Misawa will use the responses to this Sources Sought Notice to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis, a solicitation notice will be published in AsiaNECO if the Government intends to proceed with the procurement of these services. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of the market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. In order to protect the procurement integrity of any future procurement that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
