- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by the Naval Facilities Engineering Command Far East (NAVFAC FE), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201 (e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. NAVFAC Far East is currently seeking potential sources capable of providing construction services associated with the project titled Backyard Fence Replacement and Exterior Living Space Improvement at all Housing Areas at Commander Fleet Activities Chinhae (CFAC), Republic of Korea (ROK) . The successful contractor to any forthcoming solicitation shall furnish all labor, supervision, tools, materials, and equipment necessary to replace existing backyard fence with new synthetic resin fence and provide and install new single gate and new synthetic resin deck floor, install new lawn area and restore damage to existing lawn area. Work will also include the removal and disposal of existing chain link fencing, CMU patio walls, concrete sidewalks and trees. The North American Industry Classification System (NAICS) Code for this procurement is 238990, All Other Specialty Trade Contractors. The estimated cost for this project is between 500,000,000 KRW and 1,000,000,000 KRW. BUSINESS LICENSE REQUIREMENT: The Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA) precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any offeror for this requirement. All sources submitting a proposal or quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea as a local source, must submit adequate verification in its initial proposal or quote, that it has the requisite authorization and capacity to compete for the requirement as a local source, and to perform the contract as a local source. Interested sources are invited to respond to this Sources Sought Notice announcement by using the form, provided under separate file, entitled Market Survey Questionnaire. All data received in response to this Sources Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The due date for responses to this Sources Sought Notice is November 04, 2015, by 2:00 PM Japan Standard Time (JST).
