- The Contracting Department, NAVSUP Fleet Logistics Center, Norfolk, VA, 23511-3392 intends to negotiate a Single Award, IDIQ with FFP Provisions type contract pursuant to FAR Part 15 Contracting by Negotiation. The contractor shall provide provide Human Immunodeficiency Virus (HIV), Hepatitis B and Hepatitis C testing services in support of the Department of the Navy and Marine Corps, Active Duty (AD) and Reserve Component (RC) military personnel as required by Navy Bloodborne Infection Management Center (NBIMC), Bethesda, Maryland. Under the instant acquisition, the resultant contractor shall perform testing services to detect antibodies to HIV and Hepatitis B and C in serum and plasma samples taken from over 1,300 submitting activities and remote locations worldwide in support of the DON and Marine Corps. The Navy estimates submitting approximately 90,000 specimens per month for initial HIV and Hepatitis screening. The North American Industry Classification System (NAICS) code for this acquisition is 621511 with a size standard of $32.5 million. The resulting contract will be for the period of a twelve (12) month base year inclusive of a 60 day transition period (starting on 1 February 2016) and four (4) twelve month option years to include FAR 52.217-8 Option to Extend Services . All options will be evaluated. A complete RFQ package will be available on or about 29 October 2015 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
