- The U.S. Army Corps of Engineers, Kansas City District, intends to issue a Request for Quote (RFQ) for disposal services for radioactive materials and waste generated at various sites throughout the nation, including sites where remedial actions are occurring such as Formerly Utilized Sites Remedial Action Program site, U.S. Environmental Protection Agency Superfund sites, Department of Energy sites, and Department of Defense sites. The proposed solicitation number is W912DQ-16-T-3000. This RFQ will result in the award of a target of five (5) Blanket Purchase Agreements (BPAs). A BPA is a simplified method of filling anticipated repetitive needs for services by establishing quote mark charge accounts quote mark with qualified sources of supply (FAR 13.303). This project is an unrestricted acquisition available for businesses of all sizes. The associated North American Industry Classification System (NAICS) code for the services is 562211 for quote mark Hazardous Waste Treatment and Disposal quote mark and the associated small business size standard is $38,500,000.00. The services include, but are not limited to the receipt, handling, and safe permanent disposal of the following waste materials: Atomic Energy Act (AEA) Regulated Waste - Waste regulated by the Atomic Energy Act of 1954 as amended. This includes but not limited to wastes classified under 10 CFR 61.55, as well as paragraphs 91b, and 11e.(1) through 11e.(4) of the AEA. Low Activity Radioactive Waste (LARW) - These are non-AEA regulated radioactive wastes that do not require disposal in accordance with 10 CFR 61 or 10 CFR 40. LARW may include, but is not limited to: Unimportant quantities of source material; the residuals from ores processed for their source material content prior to 1978; and Previously NRC-regulated radioactive wastes that have been authorized for disposal at non-NRC regulated disposal facilities. Technologically Enhanced Naturally Occurring Radioactive Materials (TENORM) - These are non-AEA regulated wastes whose radioactivity has been technologically enhanced usually by mineral extraction or processing activities. LARW or TENORM Commingled Waste - LARW or TENORM commingled with RCRA Hazardous Waste (HW) Mixed Wastes - AEA regulated wastes mixed with RCRA HW. Interested vendors should submit their price list in response to the RFQ. The price list can include multiple facilities as well. The requirement will be available for download on the Federal Business Opportunities (FBO) website. The details of the type of work and the agreement length will be included in the actual solicitation. At this time, a pre-solicitation conference is not planned for this solicitation. If the Government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly. This solicitation will be available on or about 12 November 2015 and quotes will be due approximately 30 days after the date of the solicitation posting. The actual solicitation and any amendments shall establish the official opening and closing date and time. The BPAs are anticipated to be awarded by the end of January 2016.
