- This announcement constitutes a Request for Information (RFI) notice for planning purposes. This is NOT a Request for Proposal (RFP). NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. On behalf of Naval Air Systems Command, Aircrew Systems (NAVAIR-PMA202) of Patuxent River, Maryland, we are surveying industry's capability to produce a Laser Eye Protection Threat Spectacle. Content of RFI Response The Government invites written industry feedback on the following Draft LEP Threat Spectacles Performance Specification requirements. Requirement 1: Develop an LEP Threat Spectacle that meets Photopic (PLT), Scotopic(SLT) and P43 phosphor (P43) transmission requirements while also meeting the color perception (chromaticity coordinates) requirement. Requirement 2: The LEP Threat Spectacle shall have chromaticity coordinates in Commission Internationale de l'Eclairage (CIE) 1976 Universal Color Space (as defined in CIE Calorimetry technical report 15:2004) that are located at a distance no more than 0.067 from the chromaticity coordinates of Illuminant E (u'=0.210, v'=0.474). NOTE: CIE Technical Report No. CIE15:2004 is available at http://www.cie.co.at/index.php/Publication Requirement 3: Chromaticity coordinates shall be calculated from the spectral transmission measurement in accordance with information provided in Draft Appendix D (attached-page 13). Additional Information: Specific wavelength requirements are provided below. Classified wavelength protection level requirements were made available as outlined in the FEDBIZOPPS release dated 28 May 2015. Wavelength protection requirements: The specific wavelengths and the required levels of protection OD (optical density) for self-protection are as follows: >3.0 OD at 800 nm, >3.5 OD at 820-870 nm, >4.0OD at 900 nm and >6.0 OD at 1064 nm. Transmittance requirements: Photopic luminous transmission. Each lens of the LEP spectacle shall have no less than 50 percent photopic luminous transmittance (PLT). Scotopic luminous transmission. Each lens of the LEP spectacle shall have no less than 10 percent scotopic luminous transmittance (SLT). P43 transmission. Each lens of the LEP spectacle shall have no less than 20 percent P43 transmittance. Luminous transmittance. The spectral transmittance shall be measured using a spectrophotometer capable of measuring from 270 to 1200 nm at increments of 1 nm or less, to ensure capturing the ultraviolet, visible and infrared portions of the spectrum. Table A-II lists only the visible portion of the spectrum that is required for calculating the photopic, scotopic, and P43 transmittances. Photopic luminous transmittance. Photopic luminous transmittance shall be calculated from the spectral transmission measurement, according to Equation A-1 and Figure A-1, Draft Appendix A (attached). Scotopic luminous transmittance. Scotopic luminous transmittance shall be calculated from the spectral transmission measurement, according to Equation A-1 and Figure A-1, Draft Appendix A (attached). P43 transmittance. P43 transmittance shall be calculated from the spectral transmission measurement according to Equation A-1 and Figure A-1, Draft Appendix A (attached). Response Submittal Instructions Interested parties should address all inquiries related to this RFI to the Government POC, PMA202 Procurement Contracting Officer, Mr. Jamie Billig, who may be reached at 301-757-7055. Responses to this notice are requested no later than 1:00 PM EST 12 November 2015. All responses submitted must specify on the cover page of the response, or in the transmittal letter submitted with the response, the business size/status of the organization (i.e., large business, small business, HUB zone, women-owned, etc.). Small businesses which possess the required capability are encouraged to submit responses to this notice. Additionally, submissions shall include the CAGE code of the respondent, as well as the point of contact which may be utilized for any necessary clarification, or to obtain additional information that may be required for evaluation of the response. All data submissions shall be provided via electronic media (CD/DVD format) in a format compatible with Microsoft Office 2010 and one hard copy (paper). The data submission shall be addressed to the following: Naval Air Systems Command AIR 2.4.2.2 ATTN: PMA202 Procurement Contracting Officer 21491 Great Mills Road Lexington Park, MD 20653-1394 Additionally, responses shall be provided via email (if possible, based upon the size of the transmittal) to the Contracting Officer (Jamie.billig@navy.mil) and the Contracting Specialist (Tyesha.parker@navy.mil) in a format compatible with Microsoft Office 2010. The Government does not anticipate that a comprehensive response to this RFI will contain CLASSIFIED information. To the extent practical, responses should be UNCLASSIFIED, complemented by CLASSIFIED appendices only if necessary. If a CLASSIFIED response is required, respondents shall contact the POC for further instructions. Respondents must NOT submit CLASSIFIED information without first coordinating with the Government POC. Following a review of the responses received, NAVAIR may elect to schedule one-on-one meetings with respondents or ask follow up questions to gain additional data about the information provided. NOTE: Responses to the RFI will be reviewed by a Government/Contractor team of Subject Matter Experts (SME) currently providing support to PMA 202. A non-disclosure agreement (NDA) covering this effort has been executed between Government and authorized support contractors, and is currently on file with the Government. Vendors shall provide their acknowledgement and approval to have authorized support contractors review the responses without execution of an NDA between the authorized contractors and respondent. Alternatively, should an organization require an additional agreement with any support contractors, please forward such requests to the NAVAIR Contracting Officer (Jamie.billig@navy.mil). All information received in response to this notice that is marked "Proprietary" will be handled accordingly. This RFI is issued for the purpose of determining market interest, feasibility, and capability of sources and does not constitute an Invitation for Bids (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ), or an indication that the Government will contract for any of the items and/or services contained in this notice. Responses to this RFI will not be returned. The Government is only seeking possible sources and current capabilities for informational purposes. No solicitation document exists. No reimbursement will be made for any costs incurred to provide information in response to this announcement, or any follow up information requests. Material contained herein is based on the most current information available at the time of publication, is subject to revision, and is not binding upon the Government. Availability of any formal solicitation will be announced under a separate announcement via the Federal Business Opportunities portal.
