Description
This is a synopsis prepared in accordance with the format in FAR Part 13, Simplified Acquisitions Procedures. This is a Notice of Intent. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The announcement number for this acquisition is NIH-OD3972844 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is October 31, 2015. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code is 423430 which has a size dollar standard of 100. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of Division of Library Services,Office of Research Services intends to procure on a sole source basis from Qiagen a Human Gene Mutation Database site license for one Base year plus two option periods. The HGMD is an essential tool in analyzing the genomes of thousands of individuals and is widely used in genetics and genomics research. The easy to use online interface enables quick look up of individual mutations and well as advanced search applications for identifying all published mutations known to be associated with a particular gene or disease, that disrupt a splice donor or acceptor site, result in a specific amino acid change and much more. Qiagen is this sole provider for the site license for the Human Gene Mutation Database (HGMD). This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 10:00 AM Eastern Standard Time (EST), October 30, 2015. Responses may be e-mailed to Tonia Ellen at ellent@od.nih.gov. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference the announcement number on all correspondence.
