Description
The U.S. Army Contracting Command at Aberdeen Proving Ground (ACC-APG) anticipates releasing a Request for Proposal (RFP) W91CRB-16-R-0001, on or about 23 November 2015 for Programmatic Support Services, as follows: The United States Army Security Assistance Command (USASAC) administers the Army Foreign Military Sales (FMS) initiative and serves as the Executive Agent for the Army Security Assistance Program. Organized as a Major Subordinate Command (MSC) under the U. S. Army Materiel Command (AMC), USASAC operates from locations in: Fort Belvoir, Virginia; New Cumberland, Pennsylvania; Huntsville, Alabama; and, Saudi Arabia. Current headquarters functions are administered from Redstone Arsenal (Huntsville, AL) supporting USASAC technology as well as Life Cycle Management Command/Security Assistance Management Directorates (LCMC/SAMD) technologies. USASAC and the AMC/FMS Enterprise has a requirement for programmatic support services for Security Assistance (SA)/FMS and International programs in support of United States (U.S.) Army managed weapon systems, and associated equipment, and services to support the USASAC and AMC FMS Enterprise. Programmatic support is required to provide FMS staff support throughout the entire FMS Case Life Cycle from case development through case closure. This requirement also includes performance analysis, business process design, workforce training and leader development. This is a non-personal services effort to provide programmatic support services. Performance will occur at various Continental United States (CONUS) locations, and Outside the Continental United States (OCONUS) temporary duty (TDY) locations. The anticipated ordering period of performance shall be a 5 year (60 months) period, from the date of award. IDIQ contract minimum and maximum limitations will be identified in the RFP. This proposed acquisition is a total (100%) Small Business set-aside for a single award, indefinite-delivery /indefinite-quantity (IDIQ) contract. The Government anticipates the resultant contract will be a cost-plus-fixed-fee (CPFF). The official release of the RFP will be posted electronically via Governmentwide Point of Entry (GPE) at Federal Business Opportunities (FBO) http://www.fedbizopps.gov. It is the responsibility of interested offerors to monitor the FBO website, on a regular basis, for any updates to these documents.
