SUBJECT RFP IS HEREBY RE-OPENED DUE TO ADMINISTRATIVE CHANGES. OFFERS MUST BE SUBMITTED BY THE CLOSING DATE AND TIME SPECIFIED IN BOX 8, STANDARD FORM 1449. 2. SUBJECT RFP IS HEREBY AMENDED AS FOLLOWS: A. STANDARD FORM 1449 BOXES: AMEND BOX 8, OFFER DUE DATE, TO READ: 28 OCTOBER 2015 AT 0900 HOURS EST B. PART I - TANKVOY BOXES: 1) AMEND BOX 1, VESSEL(S) REQUIRED, TO READ: " ONE CLEAN, APPROVED DOUBLE HULL TANKER THAT IS CAPABLE OF CARRYING A MINIMUM OF 169,000 BBLS F76 WITHIN VESSEL'S NATURAL SEGREGATION IN DESIGNATED CARGO TANKS WITH DOUBLE VALVE ISOLATION AND WITH THE FOLLOWING MINIMUM PARTICULARS:" 2) AMEND BOX 4, DISCHARGE PORT(S), TO READ: "DISCHARGING SOUDA BAY, CRETE THEN DISCHARGING AUGUSTA BAY, SICILY" 3) AMEND BOX 7, TERMS/CONDITIONS/ATTACHMENTS ADDED, DELETED OR MODIFIED, TO READ: "OWNER MUST CONFIRM VESSEL WILL ARRIVE AT LOAD PORT IN A CLEAN, GAS-FREE CONDITION, AND BE READY FOR INTERNAL TANK INSPECTION BY QUALITY ASSURANCE REPRESENTATIVE (QAR). ENSURE ANY ADJACENT TANKS ARE ALSO CLEAN AND GAS FREE. CONTRACTOR SHALL PROVIDE (OWNER'S ACCOUNT) A CERTIFIED MARINE CHEMIST TO CERTIFY TANKS SAFE FOR ENTRY FOR INTERNAL TANK INSPECTION BY GOVERNMENT / CHARTERER REPRESENTATIVE. CONTRACTOR WILL PROVIDE TIME NEEDED TO RE-INERT AFTER INSPECTION. IF A PRIOR (LAST AND NEXT TO LAST) CARGO CONTAINED A PERCENTAGE OF BENZENE, OWNER'S CERTIFIED MARINE CHEMIST MUST ALSO MEASURE TOXICITY FOR BENZENE CONTENT AND CERTIFY SAFE FOR ENTRY. ALL SAFE FOR ENTRY / TOXICITY / FLAMMABILITY ASSESSMENTS WILL BE PERFORMED IN THE PRESENCE OF THE INSPECTING QAR." 4) PLEASE NOTE: AMEND "JA1" FUEL TO READ, "F76" FUEL THROUGHOUT THE RFP. 3.
