- **This notice is being re-posted under an issued solicitation number. Due to contract writing system constraints, a solicitation number was not available upon initial posting. Note the contents of this notice are exactly the same as "SINLEC-16" no changes have been incorporated.** ENTERPRISE CONTENT MANAGEMENT SOLUTION The Department of State is pleased to announce the upcoming release of the draft solicitation for Enterprise Content Management (ECM) in support for the Kenyan Independent Policing Oversight Authority (IPOA). As part of our planning efforts for the procurement of Department of State, Bureau of International Narcotics Law Enforcement Affairs (INL), and IPOA are hosting an Industry Day and Site Visit. Vendors who are interested in potential prime or sub-contractor roles are highly encouraged and invited to attend on the following specified dates/times. The Government will be making an oral presentation to registered attendees. (Subject to change without prior notification and extended to registered vendors only) INDUSTRY DAY INSTRUCTIONS What is an Industry Day? Industry day is a workshop in which INL/IPOA will inform local organizations and interested vendors of their intent to solicit During the Industry Day, information about the procurement will be provided and questions will be solicited from industry or potential offerors. Please carefully review the information below: Event Name: Enterprise Content Management Solution, Industry Day Date: Anticipated dates are Monday, November 02, 2015 to Wednesday, November 04, 2015. Time: 1:00pm - 4:00pm Location: Sankara Hotel in Nairobi, Kenya. Final event details (i.e. room number) will be provided upon successful registration. Registration Instructions: INL and IPOA encourage maximum participation; however, we must take discretionary actions to ensure only responsible contractors are in attendance. 1. The following personal identification information must be submitted no later than Monday October 26, 2015 via email to emmonslj@state.gov. Vendors are encouraged to provide copies of supporting documentations to substantiate assertions. NO VERBAL SUBMISSIONS will be accepted. Full Name (if applicable, previously used names) Phone Number Date of Birth and Country Location Country Citizenship Company Name/Organization Affiliation Company DUNS or CAGE code 2. Vendor action is not required. We will check the following database on each individual. World Bank Debarred List The Excluded Party List System System for Award Management Kenyan Criminal Police System 3. The Government's findings and determinations will be provided to the vendor via email within 5-10 business days from submission. In the event the United States or IPOA are unable to identify the contractor or the results of the query are inconsistent, the Government reserves the right exercise Public Law 103-355, Section 2455 (31 U.S.C.6101, note), and Executive Order 12689, Debarment, Suspension, and Ineligibility. Questions and Comments - Must be submitted IN WRITING ONLY to the Contracting Officer at the event on 3X5 index cards, or via email to the POCs, emmonslj@state.gov no later than, Monday, November 2, 2015 5:00PM Eastern Standard Time (EST). NO VERBAL QUESTIONS will be accepted. Responses to questions will be posted in FEDBIZOPPS no later than Friday, November 6, 2015 5:00PM EST. Demonstration Request - Vendors are encouraged to provide presentations to the stakeholders. Demonstration request will be scheduled in 30 minute with an additional 10-minute question and answer opportunity. Request must be submitted to emmonslj@state.gov with the subject header: IPOA Demonstration Request and an electronic copy of your presentation no later than Monday, October 26, 2015. Please be prepared to bring several paper copies to your presentation appointment. A draft RFP will be posted no later than next Friday, November 13, 2015. Demonstration request are contingent upon successful registration. If you have Special needs, i.e. hearing, visual, language, handicapped, please notify the above POCs via email no later than Monday, October 26, 2015. SITE VISIT INSTRUCTIONS What is a site visit? A site visit is an opportunity for organizations and interested vendors to walk-through the facility see existing equipment, ascertain the general nature and local conditions. Interested vendors may observe local condition as it may impact cost. The Government assumes no responsibility for any conclusions, interpretations, or understanding made by interested parties unless expressly stated in the solicitation or contract. Please carefully review the information below: Event Name: Enterprise Content Management Solution, Site Visit Date: Anticipated dates are Thursday November 05, 2015 15 to Friday November 06, 2015, in Kenya. Event details will be provided upon successful registration, see registration instructions. Time: 1:00pm - 4:00pm Location: Transportation will be provided by the Government. Pick up and drop off locations will be outside the front doors of the Sankara Hotel, Nariobi, Kenya. Registered vendors will be provided a date and time upon successful registration. Please be 10 minutes early for processing. Registration Instructions: INL and IPOA encourage maximum participation; however, we must take discretionary actions to ensure only responsible contractors are in attendance. Registrations will be accepted on a first come, first serve basis. The Government reserves the right to limit 3 attendees per interested organization. 1. Vendors are encouraged to provide copies of supporting documentations to substantiate assertions. NO VERBAL SUBMISSIONS will be accepted.
