- This pre-solicitation notice is to advise offerors of an upcoming opportunity with the United States (U.S.) Department of State (DoS), Bureau of Consular Affairs (CA), Office of Consular Systems and Technology (CA/CST). The primary mission of CA is to protect and assist U.S. citizens abroad, to issue passports to U.S. Citizens, and to issue immigrant and non-immigrant visas to foreign nationals according to the laws of the U.S. Government. CA/CST is tasked with providing CA's mission critical information technology (IT) resources necessary to support various CA locations including approximately 230 overseas posts, 29 domestic Passport agencies, and an array of information, book / card print, passport centers, DoS annexes, and contractor sites. To achieve this mission, CA actively pursues business, technology, and management goals and objectives. The traditional approach for project management and execution is undergoing a transformation that incorporates principles of Lean and Agile practices. Industry experience has shown these practices, when implemented correctly, produce higher quality products. CA/CST is adopting an Agile / Lean approach for its SW development projects. The offeror shall adhere to CA/CST practices and guidelines that facilitate this approach. The offeror is expected to maintain at least a CMMI Level III rating for the duration of this requirement. The offeror shall conduct Service Transition Support (STS) services in collaboration with Government Task Managers (GTMs) and CA/CST SW development groups with a view towards adding value to existing processes and programs. The offeror shall be able to conduct STS services so that they will withstand scrutiny by the DoS Office of the Inspector General (OIG) and the Government Accountability Office (GAO). The offeror shall manage the task workload using scalable processes and techniques that allow for surges in activities and for varying product priorities. The Contractor shall conduct STS services in compliance with the CA/CST Software Development Life Cycle (SDLC); DoS Managing State Projects (MSP) methodology; Processes and practices of the CMMI-DEV Level III; Project Management Institute's (PMI) Guide to the Project Management Body of Knowledge (PMBOK Guide); Information Technology Infrastructure Library (ITIL) and International Standards Organization (ISO) 9001 Quality Assurance methodology. Program Management and Reporting are to begin immediately upon award and the additional services that are required are facility and transition management; independent validation and verification; quality management and configuration management. This requirement will be a small business set aside. The NAICS code for this requirement is 541512. The solicitation is expected to be released on or around November 12, 2015. A Top Secret facility clearance is required on the date of proposal submission. Offerors submitting proposals against the solicitation will have to submit verifiable access (specific address required) to at least 28,000 square feet of office space. The verifiable access could be in the form of a contingent least agreement. No telephone calls will be accepted at this time.
