- The Mission and Installation Contracting Command-Carlisle Barracks intends to award this requirement for the Center for Strategic and Budgetary Assignments (CSBA) Portfolio Rebalancing Tool and professional instruction services on a Sole Source basis to: Center for Strategic and Budgetary Assessments (CSBA), 1667 K Street, Suite 900. Washington, D.C., 20006 on a Firm Fixed Price Contract. Should any future requirement(s) evolve from this preliminary planning process, the period of performance is anticipated to be 18 November 2015 through 17 April 2016. This procurement will be processed as Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(1). This is neither a Request for Quotation nor an announcement of a forthcoming solicitation. The NAICS Code for this acquisition is 518210 with size standard of $32.5 million. Interested persons may identify their interest and capability to respond to this requirement. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. All responses must be received by 10 November 2015. If no affirmative written responses are received by the due date indicating that comparable source exists, an order will be placed with Center for Strategic and Budgetary Assessments (CSBA) for the aforementioned requirement. The US Army War College, in support of the Defense Management Experiential Exercise requires the following services in accordance with the Performance Work Statement (PWS): An unclassified software database with Department Defense (DoD) Program Objective Memorandum (POM) information for Defense agencies and Military services. The software must: a. Cover two Future Years Defense Plans (FYDP) for the years FY 2017 to FY 2026 b. Provide current and realistic as possible DoD program information c. Operate in a distributed fashion for 26 teams d. Process and collate information for all 26 teams within 24 hours after completion of the exercise e. Provide numerical and descriptive information about defense programs by fiscal year f. Present options, track choices, sum/decrement choices, and total choices by turn and game overall g. Contain the ability to play one or two game turns as necessary. Options selected in turn 1 must be able to affect available options in turn 2. Personnel on site at Carlisle Barracks on the day of execution to operate the software, provide technical support, and provide summary information of student selections at the end of the exercise. Student game players should be able to utilize game components on desktop computer and tablet-like devices.
