THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The George E. Wahlen Department of Veterans Affairs Health Care System (VASLCHCS), Salt Lake City, UT and the Network Contracting Office (NCO) 19, Glendale, CO are performing market research to determine if there is a sufficient number of qualified (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; or (3) Small Businesses firms to set aside a Firm Fixed Price Contract requirement for LC Bead Particle Embolization Product for VASLCHCS. The Government will use responses from this notice to make the appropriate acquisition decisions. The proposed solicitation will be issued in accordance with FAR Parts 12 and 13. The contractor is to provide LC Bead Particle Embolization products particularly the VE220GS Particle Embolization which is Polyvinyl Alcohol based hydrogel, 100-300 microns, yellow, 2 ml, microsphere LC bead sterile in buffered saline to be deliverer to VASLCHCS. This 100-300 micro bead size is for treatment of cancer in the liver, which this is the approximate size of the vessels that the VASLCHC are administering the chemotherapy. The LC Bead must be and/or state cleared by FDA for the embolization of hyper vascularized tumors and arteriovenous malformations (AVMs). The period of performance for this contemplated contract action will be for one (1) year (base year), with four (4) additional option years. The essential requirement is for the contractor to provide 14 per month (168 each per year) on an as needed basis for a "Not to Exceed" total of $319,200 per year. The total contract amount including all options (5 years) shall not exceed $1,596,000.00. This contract requirement is estimated for award on /or around November 25th, 2015. These LC Bead Particle Embolization products must have the technical capability to bind to doxorubicin (chemo-therapy), and then once the bead is in place, up stream of the tumor, the beads release the doxorubicin directly to the cancer. The bead then occludes the vessel, stopping the blood flow to the tumor. All interested contractors that has this specified product that shall meet the Government requirement stated above should respond by email, in writing, with information describing their product literature, technical features and capabilities, and indicate which small business category for which they qualify to the Contracting Officer shown above no later than 4:00 p.m. Mountain Division Time (MDT) Thursday, November 5, 2015. The Solicitation (RFP) VA259-16-R-0045 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. The NAICS Code 339112 is applicable to this acquisition with a Business Size Standards in employee number of 500. Interested contractors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract.
